Separate sealed Bids for the construction of SH-41 and Poleline Ave. Gravity Sewer Pipe #2294, SSMH
2729 & 3130 Rehabilitation will be received at the office of the City Clerk (Shannon Howard), City of Post
Falls, located at City Hall, 408 N. Spokane Street, Post Falls, Idaho 83854 until 1:00 p.m., Thursday, April
16th, 2026. Following receipt of bids, they will be publicly opened and read aloud in the Second Floor
Conference Room, located at City Hall. A non-mandatory pre-bid meeting will be held in the Second Floor
Conference Room at 9:00 a.m. prevailing local time on Wednesday, April 8, 2026.
Work associated with the proposed project is generally described as follows:
Schedule A: Improvements to the gravity main rehabilitation includes installation of approximately
254 LF of 15” sanitary sewer pipe, two (2) doghouse manholes, and one (1) manhole to bypass existing
infrastructure and redirect flow within the intersection of SH-41 and Poleline Avenue. Design includes
traffic control plans to assist during construction with work required within the ITD right-of-way and
intersection. Project includes rehabilitation work for two (2) existing manhole lids on SH-41. Project
also includes the repair of 20 LF of 16” force main located on 12th Avenue.

Documents will be made available after 12 p.m., Thursday, March 19th, 2026.
A Bid Guaranty of 5 percent of the Bid Amount is required. Separate Performance and Payment Bonds
each in the amount of 100 percent of the Contract Amount will be required. Each bidder must supply all
the information required by the Bid Documents and Specifications.
This Project is not financed by Federal Aid Funds. All contractor, subcontractor, or specialty contractor
shall be required to have a current license as a Public Works Contractor in the State of Idaho in order to
submit a bid or proposal on this project.
The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat. 252, 42 U.S.C. 2000d to 2000d-
4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all applicants that it will affirmatively ensure that in any
contract entered into pursuant to the advertisement, disadvantaged business enterprises as defined at
49 CFR Part 23 will be afforded full opportunity to submit offers in response to this invitation and will not
be discriminated against on the grounds of race, color, national origin, or sex in consideration for an
award.

all informalities and to negotiate contract terms with the successful Bidder, and the right to disregard all
