Substation Transformer Installation and Testing

On behalf of Vera Water and Power (OWNER), Stoddard Power Systems (ENGINEER) is inviting bids to perform construction work for the Valleyway Substation Upgrades project. The OWNER’s Valleyway Substation is located at 13211 E Valleyway Ave, Spokane Valley, WA 99216.

Sealed bids or electronic proposals are acceptable.

1. Sealed Proposals must be received at the OWNER’S office before 2:00 p.m. local time, on the 19th day of February 2026, and then will be publicly opened and read. Sealed bids must be submitted in sealed envelopes in accordance with the Instructions to Bidders and identified as “Sealed Bid – Valleyway Substation Upgrades Construction”.

2. Alternatively, signed proposals in electronic format must be submitted to Dan Stokes via email at dstokes@verawaterandpower.com before the deadline with a subject line “Bid – Valleyway Substation Upgrades Construction”.

The upgrades mainly include a power transformer replacement and necessary modifications for the physical connection and control interconnection of the new power transformer. The detailed scope of work can be found in the Bid Form and General Requirements in the RFP. Drawings are attached as well for bid and construction use.

Bid due date: 02/19/2026, 2 PM local time
Prebid meeting date: 02/10/2026, 11 AM local time at the Vera headquarters office
Expected award date: 02/27/2026
Expected start date: 03/01/2026
Expected finish date: 05/01/2026
