Description:

Davidson County, NC is seeking a qualified firm to provide programing, design, and construction phase services for a Backup 911 Center in Thomasville, North Carolina.  Services may include programing, sizing, design, permitting, consultation, presentations and A/E related services. The purpose of the Request for Qualifications (RFQ) is to generally describe the work desired by the County and to invite qualified persons or firms to submit written descriptions of their qualifications and proposed approach for providing that work.

All firms submitting proposals must have demonstrated experience and expertise in building renovations design and construction administration services. Experience within the previous five (5) years is preferred. Davidson County is an Equal Opportunity Employer and local, minority, female owned and small businesses are encouraged to submit proposals. Respondents to this Request for Qualifications shall be licensed to practice architecture or engineering within the State of North Carolina.  Statements submitted with license applications pending shall not be considered responsive.

Responses to this request shall be submitted in accordance with the procedures outlined herein.  From the proposals received, Davidson County will conduct a competitive Qualifications Based Selection Process to identify the best-qualified firm with which to negotiate a contract, this will be following §143-64.31.

The site/address of the Backup 911 Center shall be 22 Randolph Street, Thomasville, NC

Proposals should be limited to a maximum of 30 pages single-sided (15 pages double-sided) with a minimum font size of 12.  Advertising material should not be included in the proposal and will not be considered in the selection process. All proposals will become the property of Davidson County and will be evaluated to determine which firm is best qualified to meet the County’s requirements.  Davidson County reserves the right to waive any informality in any submittal and to reject any or all submittals.

2:00 P. M., November 12, 2025 to:  Dwayne Childress, Support Services Director.

The project delivery method shall be design-bid-build with general contractors prequalified (single-prime) following §143-135.8.  Negotiated fee for design shall be a fee-not-to-exceed.

The Board of Commissioners will the allocate funds toward this Project.   A committee of individuals interested in the project may interview qualified firms responding to this RFQ in the 2 nd quarter of FY 2026, and will select a firm to recommend to Board of County Commissioners for final approval and award of contract.

Plan & Spec Available:
General Information
Areas that must be included within the design of the Backup 911 Center, in no particular order:

1.        Adding 1,340 square feet to the front of the building to aid in eliminating water intrusion into the building
2.        Installation of drains to eliminate water intrusion into the building
3.        Infill all north facing and south facing windows:
a.        Finish exterior with appropriate material
b.        Finish interior with drywall with a ribbon window
4.        Sufficient HVAC and electrical for a dispatch center
5.        Resolving ADA issues at the facility
6.        Dispatch room
7.        Restroom facilities for public as well as male and female staff
8.        Shower facilities (we deploy during storm and major weather events)
9.        Full kitchen
10.        Locker rooms for male and female staff
11.        Training class rooms - 2
12.        Office Space - 7
a.        These serve as the training coordinators offices, quality assurance office and admin offices
b.        The office spaces double as bunk space when we're deployed
13.        Server room of sufficient space to house county, phone network and County radio equipment as well as the UPS.
a.        This would include 8 standard racks for 4 separate systems.
b.        This also includes 3 green for radio network, 3 yellow for 911 phone network and 2 blue for county network
i.        Color coding must run from data jack to patch cable to cat6 to the server room.
14.        Must be on UPS and generator power.
a.        Each office area would need to be on generator and UPS
b.        Each dispatch workstation requires 2 generator/UPS & 1 shore power electric circuit in addition to the 3 electrical circuits.
c.        Each dispatch pod (4 workstations) would require 2 UPS/generator circuits and 1 shore power circuit
15.        Each office requires generator/UPS electric circuits AND at least 2 County data circuits per office.
16.        Must also have a dedicated conference room space to accommodate 30 and also to act as phone system fail over and bunk space
a.        Must have at least 12 county data circuits in this room.
17.        Adequate storage space
18.        A dedicated quiet room / lactation room
a.        This has become a best practice to allow TC's to process difficult calls and new mom's a quiet place to take care of her health.

Qualifications- Specific Criteria:
1.        Resumes for project manager, all design team members and construction inspectors of project
a.        Overall education/ background
b.        Positive professional references (minimum of three)
c.        Proven former client satisfaction
d.        Recent litigation issues (past seven years)
e.        Any formal dispute resolution issues (past five years)
2. Submittal
a.        Demonstrated interest in this project
b.        Responsiveness to this proposal
3. Organizational depth
a.        Backup capability relative to key personnel
b.        Summarize your team’s unique qualifications for this project
4. Management Plan
a.        An organizational structure and management plan highly responsive to the needs and interests of Davidson County
5. Other Requirements
a.        A statement of commitment to enter into the work promptly, if selected, by engaging qualified consultants and assigning the persons named in the proposal along with adequate staff to meet the requirements of the work
b.        Other issues/ interests of the selection committee members
c.        Minority Business Participation - a statement of good faith to assist Davidson County in the achievement of M/WBE goals and objectives (currently 10% percent of total project financial obligation)
Special Requirements:
Of the completed projects, (projects currently under construction will not be reviewed) please include the following:

1.        Past experience/ projects designing Backup 911 Centers projects costing $1 million or more
a.        Provide examples of relevant projects recently completed including (no longer than seven years)
i.        Photographs and/or plans
ii.        Name and location
iii.        Brief description (e.g. size, cost, relevance)
iv.        Firm of record
v.        Architect of record
vi.        Involvement of proposed project team members
2.        Cost awareness
a.        Hourly rate schedule & per diem schedule
b.        Ability to complete project within budget and on time
c.        Cost of construction
i.        Construction start date & Completion date vs. contract times
ii.        Initial contract amount awarded & final construction cost at final payment request
iii.        Initial services contract amount & total cost for services at project close-out
iv.        Change orders amount of total (please do not include all change orders but the top three in dollar amount would suffice)
v.        Owner requested
vi.        Designer requested
vii.        Contractor requested
d.        Negotiated fee for design
e.        Ability to complete project within budget and on time
