National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) intends to extend Contract 80LARC21F0001 with Genex Systems LLC under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The objective is to exercise FAR Clause 52.217-9 Option to Extend the Term of the Contract for not more than 6 months.
The current Geospatial Support Services 2 (GSS2) contract provides geospatial products and services to facilitate the maintenance, operation and enhancement of the GSS data and decision support enabled environment. Facilitation of accurate and effective data utilized for managing property and boundaries; geodetic control; buildings, structures and utilities; environmental; safety and first responders; and facility construction, maintenance, operations, and demolition; and survey and measurement of: wind tunnels, models and other scientific equipment to support mission related programs and projects.
The period of performance will be extended for not more than 6 months. The incumbent, Genex Systems, is the only contractor that can meet LaRC’s needs given the short period of performance for the extension. Awarding a 6-month contract to another source, at the same time LaRC is conducting a competitive procurement for GSS2 (follow-on) contract would result in substantial duplication of costs and unacceptable delays in fulfilling the Government’s requirements and not allow for a sufficient phase-in period, thereby affecting the continuity of services and causing unacceptable delays in fulfilling LaRC’s requirements. This substantial duplication of cost to the Government would not be expected to be recovered through competition.
This notice of intent to extend is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than the response date listed. A determination by the Government not to compete this proposed effort, based upon this notice, is solely within the discretion of the Government.
