The primary purpose of this RFP is to provide Minnesota with sufficient information to select a viable vendor to conduct a revalidation of the Minnesota Screening Tool Assessing Recidivism Risk (MnSTARR) 3.0. The MnSTARR 3.0 was developed and validated on more than 100,000 individuals released from Minnesota prisons between 2006 and 2021. Designed to predict violent and felony recidivism, the MnSTARR 3.0 is the instrument the Minnesota Department of Corrections (MnDOC) uses to assess recidivism risk for its prison population. The MnSTARR 3.0 is a fully-automated, gender-specific instrument that does not require manual scoring by MnDOC staff. It is anticipated the MnSTARR 3.0 will be implemented and operational by early 2025. The vendor selected for this project will be expected to carry out a revalidation of the MnSTARR 3.0 by evaluating its predictive validity.
THIS IS A FORMAL EVENT/SOLICITATION. Responders must submit their bids on the Supplier Portal. No
non-electronic or email responses will be accepted. The response must be submitted no later than the date and
