Sealed proposals for The City of Whitehall,
East Broad Street Reconstruction, Phase 3
will be received by the Mayor of the City of Whitehall, Ohio, at City Hall, 360 South Yearling Road, until 10:00 A.M., local time on April 11, 2025, and at that time and place will be publicly opened and read aloud. The work for which bids are being accepted consists of approximately 10,700 square yards of roadway reconstruction, including full curb replacement, sidewalk replacement, multi-use path installation, street lighting improvements, storm sewer upgrades, and other related work.
The total estimated cost of the Base Bid is $3,478,000.00.

Please note that in order to submit a bid for this project, bidders must purchase a Bidding and Contract Document Booklet from EMH&T, located at 5500 New Albany Road, Columbus, Ohio 43054 for $75.00. Please make checks payable to EMH&T Inc. This booklet must be filled out and submitted to the City of Whitehall prior to the bid deadline as more fully described below.
Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier’s check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Whitehall, Ohio, conditioned that if the bid is accepted a Contract will be entered into within ten (10) days after notice of acceptance. A Performance Bond of One Hundred Percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to Ohio Revised Code Sections 153.54, 153.57, and 153.571 as applicable, will be required for the faithful performance of the Contract.
Each Bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.
The Bidder is required to fill out and, where required, execute each of the following documents in their entirety as furnished within this book.

D. Affidavit of Personal Property Tax Liability
E. Bid Guaranty and Contract Bond

Schedule: The work shall commence within ten (10) calendar days after signing of the Notice to Proceed and must be completed within two hundred seventy (270) consecutive calendar days for the
Base Bid described in the bidding and contract documents, after the issuance date of the Notice to Proceed, time being of the essence to the City of Whitehall, Ohio.
The Bidder will be required to state in full detail, with his Proposal, his experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered.
This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Whitehall, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.
The City of Whitehall, Ohio, reserves the right to reject any and all bids, including all bids which, in the opinion of the Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of the City may require.
