Description

Title: AN/BQS-25 Lightweight Low Cost Conformal Array (LwLCCA) (N00024-25-R-6106)



Purpose: To identify potential sources capable of producing the LwLCCA for the U.S. Navy.



Description: This is a Sources Sought notice in accordance with FAR 15.201 and in anticipation of a potential future procurement program. The Submarine Acoustic Systems Program Office (PMS 401) is conducting market research to identify potential eligible businesses capable of producing the items described herein prior to determining the method of acquisition and issuance of an RFP.



The LwLCCA is a passive planar array mounted on the aft submarine sail structure that is integrated with the Acoustic Rapid Commercial off the Shelf Insertion (A-RCI) AN/BQQ-10 system to provide situational awareness and collision avoidance for improved tactical control in high-density environments.

Synopsis: This Sources Sought aims to identify businesses with the capability to producing the LwLCCA. The LwLCCA contractor shall meet the LwLCCA Draft Performance Specification (P-Spec). The LwLCCA Draft P-Spec is available to industry in accordance with the RFI “Availability of Attachments” instructions below. The final P-Spec will be available if and when a solicitation is released.



The objective of this sources sought notice is to assess industry’s ability to fabricate, assemble, test and deliver multiple LwLCCA. The Navy is seeking information to determine the interest, technical and production capabilities, knowledge, experience level, and qualifications of industry.



The Government will review the information provided in response to this sources sought notice to determine if there are capable businesses or Small Businesses that can perform the requirements of a planned LwLCCA contract. For these reasons, the Navy is seeking the following in response to this sources sought notice:




  1. Corporate Description:


    • Name of Company and Address

    • Point of contact, including: Name, Title, Phone Number, and E-mail Address

    • CAGE Code and/or Unique Entity ID

    • Confirmation of Facility Clearance and Safeguarding Levels



  2. Past/Current Performance: Provide one (1) example of prior/current corporate experience requiring similar technical capability within the last three (3) years, including:

    • Contract number

    • Organization supported

    • Indication of whether as a prime or subcontractor

    • Contract values

    • Government point of contact with current telephone number

    • A brief description of how the referenced contract relates to fabricating LwLCCAs.



  3. Technical Response:

    • Statement regarding capability to fabricate and produce LwLCCA that meet the P-Spec.

    • Statement regarding capability to test LwLCCA.

    • Statement regarding capability to provide Logistics Support Services for the LwLCCA.

    • Describe the expected delivery and throughput capability from contract award.

    • Describe the test facilities and equipment to which the potential offeror has access in order to meet the procurement requirements. If the potential offeror does not own its facilities and equipment, the response shall include evidence that it will have a commitment or an arrangement to rent, purchase or otherwise acquire the needed facilities and equipment.

Please reference the name of your company and “N00024-25-R-6106 Document Access Request” (without quotes) in the subject line of the message. In the body of the email, provide the name and email address of a company individual who will receive a secure download link via DoD SAFE with the Draft LwLCCA P-Spec.



The Draft LwLCCA P-Spec is marked Controlled Unclassified Information (CUI) with dissemination limited to DOD and DOD Contractors only. Only companies that satisfy the distribution/dissemination control may access this document.
