Statement of Work: On-Site Deck Crane Maintenance and Troubleshooting.





The Contractor shall provide a proposal for On-Site Allied Deck Crane Training. Request Contractor provide a proposal for instructor(s) to travel and provide to HEALY and USCG HEALY Support members, classroom and hands-on instruction for (6) six students. The proposal shall include all course instruction, course materials, for student usage during the duration of the course, examinations and instructor travel costs to complete onsite instruction Onboard USCGC HEALY (WAGB-20). The travel date and instruction provided shall be from 14-18th April 2025.

Requirements:






  • Classroom and hands-on Deck Crane and Hydraulic Troubleshooting instruction onboard USCGC HEALY.

  • Training course materials, certification examinations for (6) six students.

  • Provide qualified instructor, all training materials, equipment, final exam, letter of attendance with company letter head, end of course surveys, and curriculum as listed below:



1. Introductions



2. Discuss hours of training with members and consensus with breaks and ground rules for discussions.



3. Introduction to Safety Precautions and Crane Limitations




  • b. How it compares to Mobile Cranes and other weight limitations of a shipboard crane.

  • c. Benefits of Safety precautions and best practices for visual inspection prior to operation and maintenance.

  • d. Wire rope degradation and how to properly wrap and measure wire rope used.



4. Crane Operation



a. List the parameters that cannot be changed as per Allied Crane requirements.




  • b. Discuss the importance Anti-2-Block Control and Emergency Crane Function.

  • c. Explain the location of all grease fittings and winch drum maintenance.

  • d. Understand the Pump and flow requirements and capacities of all cranes.

  • e. Hose inspection practices per Allied Crane Standard.

  • f. Groom and Lubrication Requirements of wire and tackle

  • g. Discuss planetary gear and troubleshooting tactics of component faults.



5. Directional Control Valve Manifold



a. Component Break down of Main DCV and Pilot DCV.



i. Troubleshooting for DCV removal and reinstallation.




  • ii. DCV final adjustments after reinstallation.

  • iii. Fittings used and how to properly torque to ensure zero leakage.

  • iv. Hydraulic System per crane schematic breakdown and path of flow.

  • b. Relief Valve and Counter Balance Valves

  • i. Define Relief Valve Settings, Load lock, and Counter balance valve settings with all Crane components.

  • ii. Describe the concept of Compensators and how to adjust.

  • iii. Discuss common system failures and corrective actions associated with the DCV’s.



6. Load Monitoring System




  • a. Describe and Discuss Function Alarms and Purpose.

  • b. Identify Max load alarm for each crane.

  • i. Identify and safely correct errors.

  • ii. Crane Smart System function and Start up.

  • iii. Crane Smart Alarms and Troubleshooting



7. Hydraulic Power Unit




  • b. Strainer and filters used and differential filter pressure allowed.

  • c. Explain various operations of winter and summer modes.

  • d. Identify acceptable metal particulates that are present in oil samples that are of concerns and other particulate matter.





8. Troubleshooting process and probable Hydraulic and Electrical Causes, and what tools and equipment used to correct.





9. Practical



a. Clear Alarm Faults




  • b. Operate for Maintenance Requirements

  • c. Locate all Lubrication, relief valve and compensator valve points.





Period of Performance: Contractor shall complete the training course onboard USCGC HEALY within a period of (5) five days, to be determined. From 14-18th of April 2025 time frame.
