1.0 Purpose and Introduction



The Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Installation and Technology Division, Aberdeen Proving Ground, Maryland, is issuing this Request for Information (RFI) to conduct additional market research and assess industry capability to meet the Army’s requirement for Content Creation Image Provider in support of the Defense Commissary Agency (DeCA)’s. This is not a solicitation for proposals, a promise to issue a solicitation in the future, or a commitment to purchase any products or services. The information provided in this RFI is subject to change and is not binding on the Government. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense.



The purpose of this RFI is to identify sources capable of providing comprehensive content creation and image services in support of DeCA’s eCommerce, Planogramming/Merchandising, and Private Label Vendor capability. Specifically, DeCA is seeking information from qualified industry partners regarding the ability to meet the following performance objectives:



• All DeCA partner vendors (to include DeCA private labels, national brand vendors, and smaller brand vendors) to send tailored, original, and branded items and item descriptions to the content creation image provider for capture.



• Automated and continuous validation that image and image descriptions provided by the partner vendor are consistent and aligned to associated Universal Product Code (UPC), upon first upload and any time images or image descriptions are updated.



• Unrestricted access to a central database of ALL images for ALL partner vendor categories, to include, but is not limited to: high-resolution photography, mobile-optimized content, and computer-generated imagery (CGI).



• Seamless integration with DeCA’s existing and future eCommerce and Planogramming/Merchandising initiatives.



2.0 Background



DeCA currently utilizes a software-as-a-service (SaaS) product imaging and licensing service for both in-store operations and online platforms in support of enterprise-wide eCommerce and space management capabilities. Within this capability, partner vendors—including DeCA private label, national brand, and smaller brand vendors—cannot provide tailored, original, and branded items and item descriptions for capture, resulting in inconsistent product content, delays in image capture, and reduced quality and accuracy in digital merchandising materials. There is no automated, continuous validation process to ensure that DeCA partner vendor-provided images and image descriptions remain accurate and consistently aligned with their associated Universal Product Code (UPC) at the time of upload or when updates occur, placing an administrative burden on DeCA staff to validate this information and creating risk of incorrect or mismatched product content. Finally, DeCA lacks unrestricted, centralized access to a comprehensive database containing all images across partner vendor categories, which limits efficiency, consistency, and accessibility of product imagery. To fill these gaps, DeCA seeks comprehensive content creation and image services to support the following objectives of DeCA’s ecommerce, Planogramming/Merchandising, and Private Label Vendor capability:



• Expanded product selection in support of future commissary growth;



• Consistent, accurate product information across all channels;



• High-quality, consistent, and accurate visual data that reduces purchasing uncertainty and strengthens brand credibility; and



• Enhanced online and in-store product visibility and customer experience, including enhanced patron loyalty and trust.

3.0 Requested Information



Interested parties are requested to provide responses to the following questions. Please be specific and provide sufficient details to demonstrate your capabilities.



This document must address the following items:



3.1 Capability Statement: Interested parties are requested to submit a capability statement that addresses their overall ability to meet the performance objectives defined in section 1.0, as well as the following:



3.1.1 Years in business and experience in providing services to federal or state government entities?



3.1.2 Options for custom content creation for DeCA private labels, national brand vendors, and smaller brand vendors and associated turnaround times, specifically answering:



3.1.2.1 What is your process for ensuring partner vendors are represented in your image library?



3.1.2.1 What is your process for ensuring that images and image descriptions provided by the DeCA partner vendors are validated against UPC naming conventions?



3.1.3 Ability for DeCA to gain unrestricted access to the content creation image providers database / full image catalog, specifically addressing:



3.1.3.1 What is the cost for DeCA and the DeCA partner vendor to have unrestricted access?



3.1.3.2 DeCA partner vendors needs to have access to images from industry partners. What is the process to manage this for your customers?



3.1.4 Software licensing and pricing model for custom images.



3.1.4.1 Does your company offer an enterprise or unlimited licensing agreement that would cover all potential users across the DeCA enterprise? If so, please describe the general terms and metrics of such an agreement.



3.1.4.2 Does your company offer tiered pricing model and if so, what are the parameters of that model?



3.1.5 Ability for seamlessly integration with DeCA’s existing and future eCommerce and Planogramming/Merchandising initiatives.
