Solicitation Summary
The City of Seat Pleasant, Maryland, requests qualified consultants to submit bids for the design
of the Goodwin Park Cultural Hub. Proposals will be evaluated based upon criteria formulated
around the most important features of the services, of which proposal quality, experience,
references, and capacity will be critical factors. Proposals from all consultants meeting the
minimum qualifications detailed in this solicitation will be reviewed and evaluated. The team's
best qualified will be selected for interviews.
The City reserves the right to reject any proposal and further reserves the right to re-issue the
RFP.

Submittal Format and Process: To accommodate large submissions, the City will provide a
link for uploading documents. The link will be provided to the attendees of the pre-proposal site
visit meeting. Incomplete responses may be disqualified.
Deadline for Questions: 5pm, May 4, 2026; Questions must be received via email by the
deadline. Answers to questions will be compiled and emailed to attendees of the pre-proposal
site visit meeting.
