2025 - 2028 SUFFOLK COUNTY LOCAL DESIGN SERVICES AGREEMENT (LDSA)
Description:

Notice is hereby given that the Suffolk County Department of Public Works (SCDPW), in conjunction with other municipal jurisdictions throughout Suffolk County, is seeking to establish a Suffolk County Local Design Services Agreement (LDSA) list.

The LDSA list, once established, would be available to all municipalities in Suffolk County for purposes of engaging consulting firms to provide architectural, engineering, surveying and other related services needed to progress their Locally Administered Federal Aid Projects through New York State Department of Transportation’s (NYSDOT) project development process, as detailed in their Local Projects Manual (LPM).

The Suffolk County LDSA list will consist of up to fifteen (15) firms, and will be active from June 1, 2025 to May 31, 2028.

All interested firms can download the Request for Qualifications (RFQ) package directly from this Suffolk County web-site at www.suffolkcountyny.gov and then follow the links: “Government”, “Departments and Agencies”, “Public Works”, “Online Documents and Forms” to “2025 - 2028 Suffolk County LDSA Solicitation.”

The RFQ package contains additional information regarding the material required to submit an Expression of Interest (EOI), as well as the LDSA selection process, selection criteria and other general submittal requirements.

The EOI must be submitted digitally in .pdf format. One (1) copy is to be provided on either Compact Disc (CD) or USB Flash Drive.

If selected, firms and their sub-consultants must submit proof of authority to practice Engineering/Surveying in New York State (as appropriate) and certified by NYS Department of State immediately upon designation. Subcontracting Provisions: Sub-consultants, Subcontracting and/or Joint Ventures are permitted.

Interested firms must submit one (1) copy (CD or USB Flash Drive) of their Expressions of Interest (EOI) in .pdf format to the contact address listed below by March 13, 2025.

Women Owned Sub-Contracting Goal: 0%

Disadvantaged Owned Sub-Contracting Goal: 20%

The County of Suffolk, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US. C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
