Siding & Rehab
422 & 462 Pine Street, Taholah Wa.
The Quinault Housing Authority is requesting bids for the total interior rehab of one unit and
siding replacement of two units.
Below is the scope of work.
462 Pine Street
Remove bathtub and replace with Sterling, or equivalent, bathtub.
Remove tub surround and replace with Sterling, or equivalent, three piece, direct to stud.
Install Sterling, or equivalent, “Store+” 12 piece shower caddy.
Remove shower valve and trim kit, replace with Moen IPS Posi Temp valve and Moen
Chateau, or equivalent, trim kit in chrome, #L2368EP.
Remove all flooring and replace, including storage room on back porch, with TAS
Expedition, or equivalent, glue down LVP, color Spice Road.
Remove cabinets and replace with Kemper Cabinets, or equivalent, color Moonstone. All
cabinets to be of plywood construction with soft close doors and drawers.
Remove countertop and replace with a post formed countertop. Color similar to Wilsonart
5039K.
Remove and replace all blinds with white 1” cordless mini blind.
Remove and replace all light switch and switch plates, with nylon plates in white.
Remove and replace all outlets and plates, with nylon plates in white.
Relocate duplex receptacle that is partially behind the range.
Remove and replace all GFCIs in white with white plates.
Remove and replace exterior outlet boxes, weatherproof in use boxes.
Remove and replace exterior light fixtures, except for address light, QHA to provide.
Remove and replace 4’ light fixture in kitchen and replace with 4’ LED fixture.
Remove kitchen faucet, replace with Moen Chateau, or equivalent, single handle chrome,
low arc faucet #7425.
Remove kitchen sink and replace with stainless steel seven inch deep 3 hole sink.
Install kitchen sink basket using Moen, or equivalent, stainless steel basket strainer
#22036.
Remove windowsill and replace with 1x PFJ wood material, except in the wet areas.
Remove windowsill and replace with 1x PVC material in the wet areas.
Remove and replace all moulding and replace with 2 ¼” PFJ Colonial, except for wet areas,
painted to match wall color.
Remove all door casing and replace with 2 ¼” primed white, PFJ Colonial casing painted to
match wall color.
Remove and replace window wrap and closet wrap using 1x PFJ wood material painted to
match wall color.
Remove and replace base moulding in wet areas with 5 13/16” x 5/16” PVC moulding.
In bathrooms remove and replace towel bar (24”) and toilet paper holders using polished
chrome. Install PVC board into stud and install brackets into board.
Remove and replace all wall heaters with Cadet Com-Pak, or equivalent, 240v, without
built-in thermostat. Wattage calculated at minimum of 10w per square foot.
Remove and replace heater grilles, in white.
Remove and replace all wall mounted thermostats, in white, single pole, Cadet, or
equivalent.
Install 10 year battery operated smoke detectors, where previous ones were installed.
Remove bathroom fan and replace with Broan-NuTone, or equivalent, model PEN811.
Remove and replace all interior doors, using a six panel, hollow core, single bore, with 2
3/8” backset, painted to match wall color.
Remove and replace front door, using a six panel fiberglass, solid core, double bore, with 2
3/8” backset, drive in prep, mill adjustable sill.
Remove and replace back door, using a two panel fiberglass, with half glass and built in
mini blind, solid core, double bore, with 2 3/8” backset, drive in prep, mill adjustable sill.
Remove and replace carport door, using a six panel fiberglass, solid core, double bore,
with 2 3/8” backset, drive in prep, mill adjustable sill.
Remove and replace all exterior doorstops in 3 ¼” chrome, #202634826.
Remove and replace interior door stops in 1 ¾” chrome, #206426540.
Remove vanity faucet, replace with Moen Chateau #L4621, or equivalent, single handle,
chrome finish, with pop-up.
Replace all sink drains.
Remove bathroom vanity and top, replace with a vanity, light grey in color, with a white
cultured marble top.
Remove all shut off valves and replace with quarter turn valves.
Remove and replace all water supply lines.
Remove and replace washer box.
Remove and replace vanity light fixture, with a 4 bulb brushed nickel fixture.
Remove medicine cabinet and replace with a white 3 mirror medicine cabinet.
Remove and replace toilet, using a Proflow, or equivalent, ADA white toilet.
Make all necessary drywall repairs and fix blemishes. Texture, prime and paint all walls
and ceilings using Dover White eggshell interior paint, see attached.
Install any missing window screens.
Remove cable and phone jacks, patch hole, texture, prime and paint to match.
Remove all interior door handles and replace with Schlage, or equivalent, Accent lever
style in satin nickel. Do not replace any of the keyed entry locks or deadbolts.
Remove and rebuild back porch.
Remove and replace decking boards on ramp and front porch. Treat all cut ends.
Remove and replace top boards from handrail on ramp. Treat all cut ends.
Remove siding and replace with Hardie plank, or equivalent, 8 ¼” Cedarmill, pre-primed.
Paint to match existing color.
Remove and replace housewrap.
Remove and replace OSB.
Remove gypsum board.
Remove wall insulation and replace with insulation in an R value as close to current code
as possible.
Remove corner board and replace with 5/4” cedar, prime and paint to match existing
corner board.
Install 5/4” cedar around all windows. Prime and paint to match corner boards.
Remove and replace window wrap.
Remove and replace dryer vent.
Remove and replace soffit vents.
Install concrete form on three sides in the carport storage, to match the one existing wall.
Remove crawlspace insulation and replace with insulation in an R value as close to current
code as possible.
Remove hose bibs and replace with Arrowhead, or equivalent, frost free wall hydrant.
Install access panels on the interior for access to the hose bibs.

Remove siding and replace with Hardie plank, or equivalent, 8 ¼” Cedarmill, pre-primed.
Paint to match existing color.
Remove and replace housewrap.
Remove and replace OSB.
Remove gypsum board.
Remove wall insulation and replace with insulation in an R value as close to current code
as possible.
Remove corner board and replace with 5/4” cedar, prime and paint to match existing
corner board.
Install 5/4” cedar around all windows. Prime and paint to match corner boards.
Remove and replace dryer vent.
Remove and replace soffit vents.
Remove hose bibs and replace with Arrowhead, or equivalent, frost free wall hydrant.
Remove crawlspace insulation and replace with insulation in an R value as close to current
code as possible.
Where “equivalent” or “equal” is used in the scope of work, the contractor must submit
specifications to show that it is an equivalent product and receive approval, in writing, from
QHA prior to installation.
Contractors are required to perform a site visit prior to submitting a bid.
I. Indian Preference (20 pts)
The Quinault Indian Nation has enacted a TERO Ordinance governing Indian Preference,
and the Quinault Housing Authority has adopted an Indian Preference Policy, set forth in
section 3000.10 of the QHA Procurement Policy. To the greatest extent feasible,
preference shall be given to Indian organizations and Indian-Owned economic enterprises
in the award of all contracts and subcontracts.
A. An Indian, Indian –Owned economic enterprise or Indian organization is eligible for
Indian Preference (15 points)
B. Proposals shall include a statement describing how you will provide for Indian
preference in subcontracting, training and employment in this contract, including
the number or percentage of Indians to be employed and trained, in accordance
with Section 3000.10 of the QHA Procurement Policy. All proposals must include
this statement. (5 points)
II. Price (80 pts)
Provide total cost to complete the project.
Other provisions
The contractor selected must have all required insurance, including worker’s
compensation, general liability insurance of not less than $500,000.00 per occurrence
and $100,000.00 aggregate.
Contractor selected will be required to complete a TERO compliance plan and pay the
1.75% TERO fee; per QTC 97.03.040 (d) the TERO fee cannot be included in the bid price.
The contractor will be required to follow all TERO regulations; including hiring from the
TERO hall.
Project is subject to Tribal Prevailing Wage Rate.
Contractor will be required to possess a QIN business license.
All proposals must include a completed Form HUD 5369C
The contractor selected must submit a W-9 if QHA has not worked with you before.
Unless contractor is a sole proprietorship Workman’s Compensation coverage will be
required.
As a housing authority in Washington State QHA is exempt from all taxes.
Permit to be obtained by the contractor.
To the greatest extent practicable preference shall be given for the use of materials
produced in the United States.
