This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to obtain information from qualified sources with special interest relative to the North American Industry Classification Code (NAICS) 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing.

The Government will not pay for information received in response to this Sources Sought, nor will the Government compensate any respondent for any cost incurred in developing the information provided. This Sources Sought does not constitute a commitment by the Government. Information provided in response to this market survey will be used for informational purposes only and will not be released. Contractor participation is not a promise of future business with the Government.

Requirement
The VA Great Lakes Health Care System, Veterans Integrated Services Network (VISN) 12, Captain James A. Lovell FHCC, North Chicago, IL is seeking authorized distributors to the Original Equipment Manufacturers (OEM) the equipment listed below. The VAMC is seeking businesses who are authorized distributors of the equipment under NAICS 334510 and Product Service Code (PSC) of 6515. In order to qualify as a small business seller your company must meet the requirements of 13 CFR 121.406 (b)(1)(i), (b)(1)(ii) and (b)(1)(iii).

Salient Characteristics of or equal :
Multi-Therapy Consolidation:Â The device should support non-invasive ventilation (NIV) and high-flow oxygen therapy within a single device.
Direct IPAP/EPAP Input and Control:Â The Respiratory Therapist should be able to enter the IPAP/EPAP settings directly in NIV modes, thus avoiding potential errors and enhancing patient safety.
72-Hour Full-Disclosure Data Storage:Â The device should store up to 72 hours of comprehensive data, including waveforms, alarms, and trends.
Dual HEPA Filtration:Â The device should be equipped with two HEPA filters one on the air intake and one on the patient/exhalation side.
Hot-Swappable Battery:Â The device should feature a hot-swappable main battery alongside a built-in internal backup battery.
Open Circuit Compatibility:Â The device should support both standard dual-limb and single-limb circuits.
Internal Flow Sensor:Â The device should have internal flow sensors, reducing the need for external components.
Integrated Continuous EtCO Monitoring:Â The device should feature built-in continuous end-tidal CO (EtCO ) monitoring.

It is the responsibility of the interested source to demonstrate to the government the interested party is an authorized distributor of the Original Equipment Manufacturer.

In addition to confirming status as an authorized distributor of the OEM you must include the following information:

Company name, address, point of contact, SAM.gov UEID, and email address.

Size status and representation/s of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.). Any SDVOB or VOSB must be certified.

Is the company considered a small business under the NAICS code 334510?

If the company has a current federal contract, are the products being offered available on the contract?

If proposing or equal equipment, please provide product information that demonstrates that the product meets the salient characteristics.
