Description

1. Introduction

This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from qualified and interested parties regarding their capability to provide the services described below. The Government will use the information received to determine the acquisition strategy for a potential future procurement.



2. Background

The 32d AAMDC has an extensive access control system and camera network at Fort Bliss, TX, which are essential for meeting operational security requirements. These systems are no longer under the original installer’s warranty and require a dedicated maintenance service contract to ensure they remain fully functional.



3. Scope of Work

The contractor shall provide all personnel, equipment, supplies, supervision, and other non-personal services necessary to perform comprehensive maintenance on the security systems located in buildings 5800 and 2424A at Fort Bliss, TX.



Key requirements include:




  • Quarterly System Examinations: Conduct quarterly inspections of all access control system components, including motion sensors, alarm controls, magnetic locks, card readers, and associated cabling.

  • Preventive Maintenance (PMCS): Perform semi-annual and annual preventive maintenance on all surveillance cameras and access control systems, adhering to manufacturer recommendations.

  • Reporting: Submit detailed reports to the Contracting Officer’s Representative (COR) after all inspections and maintenance services.

  • Repairs: Order necessary parts and perform all repairs to correct deficiencies found during inspections or reported by the Government.

  • Emergency Services: Provide 24/7 on-call availability for emergency repairs. The contractor must be able to respond on-site within four (4) hours of notification from the COR to correct any condition that poses a security risk.



4. Place and Period of Performance




  • Place of Performance: Buildings 5800 and 2424A, Fort Bliss, TX 79916.

  • Period of Performance: The anticipated contract will include a base year with four (4) one-year option periods. The initial base year is projected to be from March 2, 2026, to March 1, 2027.



5. Anticipated Contract Type

The Government anticipates awarding a Time and Materials contract.



6. Submission Requirements for Capability Statement

Interested parties who believe they are capable of performing the required services are invited to submit a capability statement. The statement should not exceed five (5) pages and must include the following information:




  • Company Information: Company name, address, UEI number, CAGE code, and point of contact (name, title, phone number, and email).

  • Business Size: Business size and any applicable socio-economic statuses (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, etc.).

  • Capability Narrative: A detailed narrative outlining your company's technical capability to perform all tasks described in the Scope of Work.

  • Past Performance: A list of at least two (2) and no more than three (3) relevant projects completed within the last five years that are similar in scope, size, and complexity. Please include the project title, contract number, period of performance, a brief description of the work performed, and a customer point of contact.

  • Emergency Response: Confirmation of your company's ability to meet the 4-hour on-site emergency response requirement at Fort Bliss, TX.
