The prospective Offerors shall submit questions no later than 12 noon on June 10, 2026.
The Courts will not consider any questions received after 12 noon on June 10, 2026.

The Courts will post all amendments and responses to offerors questions in the DC Courts
website at https://www.dccourts.gov/dc-courts/solicitations. Oral explanations or instructions
given by Courts Officials before the award of the contract will not be binding.
This solicitation is a GSA procurement.

PART I
SECTION B - SUPPLIES OR SERVICES AND PRICE/COST
B.1 The District of Columbia Courts, Procurement and Contracts Branch, on behalf of the
Information Technology Division (the Courts) is seeking a GSA Federal Supply Schedule
Contractor to provide Zoom Software licensing renewal on an annual basis for a term of
five (5) years.
B.2 The Courts contemplates award a firm-fixed-price contract as a result of this solicitation
to the responsive and responsible bidder who has the lowest bid.
B.3 All companies submitting proposals in reference to this solicitation shall include a copy
or website link of its current GSA Federal Supply Schedule. Please Note: All products
and services must be covered under the GSA Schedule.
B.4 All software licenses and support shall be delivered within 30 days from date award.
B.5 PRICE SCHEDULE INSTALLMENT
Bidder shall provide total cost for a Base Year and four (4) Option Years for the entire
renewal period.

SECTION C - DESCRIPTION/SPECIFICATIONS/SOW
C.1 Background
C.1.1 During the onset of the COVID-19 pandemic, when court operations transitioned to a
fully remote environment, the DC Court of Appeals and the Superior Court's Multi-Door
Dispute Resolution adopted the Zoom platform to support oral arguments and mediation
proceedings. Since that time, its use has expanded across the organization to support
broader operational needs, including high-volume webinars and virtual events hosted by
the Center for Education and Training and the Executive Office. Its ease of use,
streaming capabilities, and specialized functionality have made it a critical component of
the Court's technology ecosystem, supporting both internal operations and public-facing
services.
C.2 Scope of Work
C.2.1 The Contractor shall preserve all existing named Zoom accounts without modification. No
changes shall be made to current personal room links, meeting IDs, associated telephone
numbers, account names, usernames, or existing account configurations. The Courts
require continuity of all current Zoom account structures and identifiers to ensure
uninterrupted operations, external connectivity, and consistent public and agency access.
C.2.1.1 The Contractor shall warrant that all Zoom licenses, maintenance, support services, and
related deliverables provided under this Statement of Work (SOW) are fully authorized,
valid, current, and compliant with all applicable manufacturer requirements and licensing
terms established by Zoom Video Communications. The Contractor guarantees that all
licenses provided to the District of Columbia Courts shall remain active, fully functional,
and uninterrupted throughout the entire period of performance. The Contractor shall
ensure continuity of service, including the preservation of all existing Court Zoom account
configurations, user profiles, webinar licenses, meeting IDs, personal room links,
associated phone numbers, and administrative settings currently utilized by the Courts. No
changes shall be made to existing account structures or identifiers without prior written
approval from the District of Columbia Courts. The Contractor shall further guarantee that
all licensing and support services provided under this agreement will meet or exceed
industry standards for reliability, security, and operational performance. Any defects,
licensing issues, service interruptions, or failures attributable to the Contractor shall be
corrected promptly at no additional cost to the Courts. The Contractor shall provide
manufacturer-supported maintenance and technical support for all licenses furnished under
this SOW and shall coordinate directly with Zoom, when necessary, to resolve service-
related issues in a timely and professional manner.
