The City of New Haven is committed to supporting victims of violence and strengthening the coordination of services available to individuals and families impacted. Survivors of violence often face complex and overlapping needs, including mental health support, relocation assistance, medical follow up, and economic stabilization. Navigating these services can be challenging without coordinated systems and trusted referral pathways.
To address these challenges, the City established the Victim Support Service Network (VSSN) in 2023, a collaborative initiative designed to connect victims of violence with appropriate services through coordinated referrals, case management, and partnership among local providers.
The City of New Haven is seeking proposals from qualified organizations to coordinate and implement the Victim Support Service Network. The selected contractor will be responsible for convening service providers, coordinating referrals, conducting client intake and needs assessments, facilitating warm handoffs to partner organizations, tracking outcomes, and supporting continuous system improvement. Additionally, the contractor will coordinate and support regular community canvases with cross sector partners in the wake of violent incidents.
Because long-term funding for this initiative is not guaranteed, the City is also seeking applicants that can develop strategies to sustain the network beyond the period of City funding, including the ability to pursue Medicaid reimbursement for eligible victim services.
