Royal Saudi Naval Forces In-Kingdom of Saudi Arabia Support Services for C4I,
Surveillance and Reconnaissance (C4ISR) Upgrade and Refurbishment

This synopsis serves to meet the requirement of FAR 5.201. The Naval Information
Warfare Systems Command (NAVWAR) HQ, in support of the Program Executive Office
(PEO) Command, Control, Communications, Computers, and Intelligence (C41)
International Integration Program Office (PMW 740) intends to issue Request for Proposal
(RFP) N0003925R4014 for Program Management, Systems Engineering, Operations and
Maintenance (O&M), and Logistics support services for its portfolio of Kingdom of Saudi
Arabia (KSA) Foreign Military Sales (FMS) C4I, Surveillance and Reconnaissance (C4ISR)
cases with an option for Communication Security (COMSEC) custodial services.

The North American Industry Classification System (NAICS) Code assigned to this
acquisition is 541330 (Exception 1 for Military and Aerospace Equipment and Military
Weapons, size standard $47 million dollars).

The incumbent contractor for this requirement is Science Applications International
Corporation (SAIC). SeaPort-NxG Task Order N00178-19-D-8470/N0003920F3015 was
awarded on 12 August 2020 with an effective start date of 30 October 2020.

The contract will be for a one-year base period and four (4) one-year option periods
which includes an option for surge support and an option for Communication Security
(COMSEC) Custodial Services. This contract will include Cost Plus Fixed Fee (CPFF) Line
Item Numbers (CLINs) for labor, Cost-Reimbursement, non-fee bearing CLINs for
travel/relocation/material and other direct costs (ODCs). Contract award is estimated
between November - December 2025.

will not pay for any effort expended in response to this notice. Any information submitted
