Description

This is a Request for Information (RFI) to identify potential sources possessing the capabilities described herein and ascertain whether the required supplies are commercial in nature. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from responders. Responders are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.

  1. RFI Title: TSI Q-TRAK XP Indoor Air Quality Monitors for the Defense Health Agency (DHA) Medical Treatment Facility (MTF).

  2. LOCATION: Naval Medical Center Portsmouth, 620 John Paul Jones Circle, Industrial Hygiene Department, Portsmouth, VA 23708.

  3. BACKGROUND: The Naval Medical Center Portsmouth (NMCP) Industrial Hygiene Department has a need to replace (7) of their indoor air quality monitors that are outdated, losing functionality and near life expectancy with upgraded indoor air quality monitors. NMCP’s requirement includes the following:

    1. Brand Name:

      1. TSI 7585 Q-Trak XP (7)

        1. Includes: Base Unit (7580), Multi-Sensor IAQ Module (801430) with PM, Temperature, Humidity, Barometric Pressure, and CO2 Sensors, Plus 5 open slots for additional gas sensors, carrying case, battery pack, power supply, gas sensor calibration cap, USB cable, calibration certificate, and thumb drive with owner's manual.



      2. 801408 TVOC Sensor, ppb (low) Q-Trak XP (3)

      3. 801400 Chlorine Sensor Q-Trak XP (2)

      4. 801401 Carbon Monoxide Sensor Q-Trak XP (7)

      5. 801402 Hydrogen Sulfide Sensor Q-Trak XP (2)

      6. 801403 Ammonia Sensor Q-Trak XP (2)

      7. 801404 Nitric Oxide Sensor Q-Trak XP (2)

      8. 801405 Nitrogen Dioxide Sensor Q-Trak XP (2)

      9. 801406 Ozone Sensor Q-Trak XP (2)

      10. 801407 TVOC Sensor, ppm (high) Q-Trak XP (4)

      11. 801409 Formaldehyde Sensor Q-Trak XP (2)



    2. ESSENTIAL CHARACTERISTICS REQUIRED:

      1. Must have data logging capabilities for continuous monitoring for an extended time (upward of a month) with range of logging intervals (1 second – 1 hour)

      2. Must have data analysis software to allow for download of data and creation of reports.

      3. Must have field-swappable sensors capability

      4. Must have field calibration capability

      5. Must have capability to measure the below, while still measuring up to six (6) gases, simultaneously:

        1. Particulate Matter (PM1, PM2.5, and PM10)

        2. Temperature

        3. Humidity

        4. Barometric Pressure



      6. Must have capability to measure six (6) of the below gases at one time:

        1. Total Volatile Organic Compounds (TVOC) in parts per billion (PPB) and parts per million (PPM)

        2. Chlorine

        3. Carbon Monoxide

        4. Hydrogen Sulfide

        5. Ammonia

        6. Nitric Oxide

        7. Nitrogen Oxide

        8. Ozone

        9. Formaldehyde

        10. Carbon Dioxide



      7. Must calculate wet bulb, dew point, and percentage of outside air being mixed in indoor spaces

3. Capabilities statement SHALL address the following:



- Contractor’s clear understanding of equipment in this requirement.



- Existing contract vehicles (e.g., GSA schedule) under which the responder currently offers these supplies, if any.



- Whether the responder provides the required supplies to the general public under terms and conditions similar to those offered to the Federal Government.
