Project Description: Sealed Bids for the construction of the 2025 Paving Project, Contract No. 2025-02, will be received online by the Lykens Borough (Owner) until 10:00 A.M. (E.S.T.) on Friday, August 15, 2025 at which time all bids will be opened electronically and publicly posted on PennBid’s website. All documents and solicitation details are available online at no cost on PennBid (to www.pennbid.net). Faxed or emailed bids will not be accepted.

Contract No. 2025-02 consists of milling and paving approximately 275 linear feet in length and 26 feet wide of West Street between North Street and North 2nd Street, milling and paving approximately 625 linear feet in length and 18 feet wide of Reiff Street between Pine Street and 2nd Street, milling and paving approximately 150 linear feet in length and 14 feet wide of an alley between Main Street and 3rd Street, milling and paving approximately 150 linear in length and 24 feet wide of an alley between Main Street and 3rd Street, and milling and paving approximately 150 linear feet in length and 16 feet wide between Main Street and 3rd Street. Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located in Lykens Borough, Dauphin County, Pennsylvania.
Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder(s) will be required to fully complete all work within 60 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
