The 17th Contracting Squadron, at Goodfellow AFB, TX is issuing a solicitation for a contract for fabrication of a modular structural burn fire trainer at the Louis F. Garland Fire Academy. The Contractor shall provide all personnel, equipment, tools, material, transportation, labor, and supervision required to design, fabricate, and install a modular burn trainer in accordance with Attachment 1 - SoW_Structural Burn Trainer and Attachment 2 - Structural Burn Trainer Salient Characteristics. Note: Attachment 3 is concept drawings produced by the Civil Engineering squadron as an example for contractors to see the intended layout of the burn trainer. Completed designs are not required as part of the submission process.
The Period of Performance will be 225 days after issuance of Contract Award. All responsible vendors may submit a proposal to the 17th Contracting Squadron electronically via email. Oral proposals WILL NOT be accepted. A Firm Fixed-Price award will be made to the responsible offeror whose proposal conforms to the requirements of the solicitation and is the most advantageous to the Government. Site Visit scheduled for Friday, 15 November 2024 @ 10:30 AM Central Daylight Time. The site visit will be at the Louis Garland Fire Academy B3453. Interested parties should submit completed Attachment 4 "BAL Template" to ryan.ramjit.2@us.af.mil and patrick.berger@us.af.mil no later than 13 November @ 2:00 PM for base access.
Vendor should submit questions in writing to ryan.ramjit.2@us.af.mil and patrick.berger@us.af.mil by 20 November, 2024 @ 2:00 PM CDT. Questions received after this date will not receive answers.
The solicitation closes and vendor quotes are due 27 November, 2024 @ 3:00 PM CDT. Submit to ryan.ramjit.2@us.af.mil and patrick.berger@us.af.mil. Quotes received after this date and time will not be considered for award.
Interested parties are responsible for checking SAM.gov for information, updates, and amendments in regards to any solicitation. Interested parties must be registered in System for Award Management (SAM) and have an Unique Entity Identifer (UEI) number.
Note: Quote submissions must conform to the evaluation criteria outlined in FAR 52.212-2 in Section M - Evaluation Factors for Award contained on page 38-39 of the within the solicitation document SF1449 to be considered eligible for award. Vendor quotes will be evaluated in accordance with the criteria outlined in this section of the solicitation. Vendors must also acknowledge receipt of all solicitation amendments.
