Notice of Intent to Sole Source - Wearable Gunshot Sound Simulation Training System

Notice of Intent to Sole Source: The 341st Contracting Squadron (CONS) - Malmstrom Air Force Base, Montana intends to award a sole-source contract to SCENARIO TRAINER INC. to provide training equipment to simulate the auditory stimulus of gunshots coordinated with input from remotes or training weapons for use in active shooter response training at Malmstrom, AFB. The gunSHOT Box and RAS-Pack meet the specified salient characteristics and are exclusively manufactured and supplied by SCENARIO TRAINER INC. These items are not available from third parties or distributors. Therefore, only SCENARIO TRAINER INC. can fulfill this requirement.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS. All responsible sources believing that they are able to meet the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.

RESPONSES ARE DUE NO LATER THAN 21 August 2025 by 2:00 PM MDT at 341 CONS, Malmstrom AFB to 1st Lt Randolph Foote, Contract Specialist, randolph.foote.1@us.af.mil and TSgt Ricardo Dominguez, Contracting Officer, ricardo.dominguez@us.af.mil.
