The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses.

Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.
SUMMARY OF SCOPE
The Pine Ridge Hospital, located in Pine Ridge, South Dakota, exists in a climatic region where humidity ranges widely over the course of the year. With recent studies showing disease spread correlations in relation to relative humidity in air, it is important to ensure the relative humidity of a hospital does not fall low during the dry winter months. ASHRAE 170 codes also dictate humidity requirements for various room types throughout hospitals. Pine Ridge does not meet these humidity requirements during the dry cold winter season. To combat this issue in the past, unit humidifiers were installed to humidify small portions or rooms of the hospital. These units tend to fail quickly due to scaling and are hard to service as they are usually installed above the ceiling. Additionally, having many units throughout the hospital increases the workload and strain on maintenance staff. It is the decision of the Pine Ridge Hospital to maintain proper relative humidity throughout the entire hospital and not just in required rooms which will better ensure the requirements of Joint Commission and CMS are met.
The goal of this project is to have a steam boiler installed that will humidify the entire hospital through steam injection into the 11 air handlers. Additionally, this project will demolish AHU 5 and its three served VAVs and replace it with a new air handler and VAVs utilizing DDC controls. This new AH will be sized appropriately and with technology allowing dehumidification in the summer and humidification in the winter.
A central plant steam boiler and distribution system will be designed and constructed as a part of this contract. The prime contractor is responsible for providing A/E services throughout the design and construction process. The contractor may perform the engineering service or have it sub-contracted.
An air handler system is to be designed and constructed as part of this contract. This air handler will serve all three OR rooms in the Pine Ridge Hospital. The air handler is to be located where AHU 5 currently exists in the hospital and will serve the same spaces as AHU 5 which include 3 Operating Rooms.
In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated project magnitude is between $1,000,000.00 and $5,000,000.00.
The type of work to be performed will be categorized under PSC code Z1DA, Maintenance of Hospitals and Infirmaries and NAICS code 238220, Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $19M.

Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) capable of performing the below Indian Health Services (IHS) requirement. Any firm responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached).
Indian Small Business Economic Enterprises (ISBEEs) as well as other small business are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Please note that a decision not to submit a response to this request for information will not preclude a firm from participating in any future solicitation.
