The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of standby generator services to the US Army Corps of Engineers project sites located throughout the Naugatuck River Basin in Connecticut.
QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE. SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED.
THE WORK CONSISTS OF: The Contractor shall furnish all labor, materials and equipment necessary to perform physical and chemical analysis of soil, sediment, and water samples that will provided by the New England District (NAE) of the U.S. Army Corps of Engineers (USACE) needed for each BPA call under the agreement. The results of analysis will be used to support dredge material suitability determinations and to identify potential environmental impacts associated with a wide range of navigation and planning projects.
Blanket Purchase Agreement (BPA) to provide an indefinite quantity of chemical analyses of environmental samples for dredged materials to the US Army Corps of Engineers, New England District.
The period of performance of the resulting agreement will be 36 months from the date of award. The BPA Master Limit is $250,000; where no single BPA Call may exceed $25,000 in total cost.
In accordance with FAR 13.303-3(a)(2), the Government is obligated only to the extent of authorized purchases actually made under the BPA.
Interested vendors are notified that the Government’s intent is to award multiple (no more than three (3)) Blanket Purchase Agreements from this one solicitation.
This is not a request for quotes at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about December 29, 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).
The applicable NAICS code is 541380 with a Small Business Size Standard of $19 Million.
ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
