Summary

The City of Norfolk (“City”) is seeking responsible therapy agencies (Contractors) to deliver pediatric physical, occupational, speech-language therapies and/or developmental services for children from birth through two (2) years of age who meet the eligibility criteria under the Individuals with Disabilities Education Act (“IDEA”) as implemented by the Infant & Toddler Connection of Virginia (“ITC VA”).



Background

The goal of the Norfolk Community Services Board’s Infant and Toddler Connection of Norfolk (“ITCN”) is to ensure a system of comprehensive early intervention services for children and their families, who meet ITC VA eligibility criteria and live in the City of Norfolk, from birth through two (2) years of age. ITCN provides a variety of services based on the child’s and family’s needs, including physical, occupational, speech-language therapy, and developmental services, delivered in accordance with the Individualized Family Service Plan (“IFSP”). The IFSP team determines the type, frequency, and length of service(s). ITCN uses a primary service provider approach to service delivery; generally, a primary service provider collaborates and consults with their multidisciplinary team to provide the services. The providers use evidence-based practices, including a coaching interaction style, to support the family in working toward all IFSP outcomes. Service providers successfully coach families to incorporate interventions into their existing daily routines and activities. ITCN is responsible for managing referrals, providing service coordination, coordinating intake, eligibility determination, assessment for service planning and IFSP development; and providing developmental services as specified in the IFSP.

Most services are provided in the child’s natural environment to comply with IDEA requirements. Some services may be delivered in the community, which may include childcare centers, libraries, and parks, if services can still be provided with fidelity to the evidence-based practice of coaching.
