ADVERTISEMENT FOR BIDS AND NOTICE TO CONTRACTORS
Sealed bids will be received at the Neshoba County Board of Supervisors Board Room at the
Neshoba County Courthouse, 401 Beacon St, Suite 201, Philadelphia, Mississippi until
2:00PM, Local Time, Tuesday, March 31,2026. At which time bids will be publicly opened
and read aloud for the:
Burnside Park Bathroom Building, Burnside Park Road, Philadelphia, MS
39350.
Note: Each bidder must have their envelope stamped “Received” with the date and time by
the Chancery Clerk located on the first floor of the courthouse, 401 Beacon St, Suite 107,
Philadelphia, Mississippi prior to the bid time mentioned above if submitting a paper bid.
Electronic Bids are not required, however submission of an electronic bid in lieu of a sealed
paper bid shall be submitted at: www.neshobacounty.net/bids
Proposals shall be submitted on form furnished and sealed and deposited with the Neshoba
County Board of Supervisors prior to the hour and date above designated. Bids must be
accompanied by bid bond or certified check for at least five percent (5%) of the base bid
payable to Neshoba County as bid security. No bid may be withdrawn for 60 days after the
actual date of the bid opening.
All bids must comply with applicable laws of the State of Mississippi and shall include the
Contractor’s Certificate of Responsibility Number, which must be displayed on outside of the
sealed envelope. A performance and payment bond for one hundred percent (100%) of the
contract sum will be required of the successful bidder.
Bid preparation shall be in accordance with the Instructions to Bidders bound in the project
manual. The Owner reserves the right to waive any and all informalities or to reject any or all
bids submitted.
A copy of the Bid Documents (including plans and specifications for the Work) is available at
Jackson Blueprint & Supply, Inc. Plan holders are required to register and order bid
documents from the Jackson Blueprint online Plan Room website;
http://planroom.jaxblue.com. There is no charge for registration or to view the bid documents
online. A printed or digital set of bid documents is available to purchase at the contractor’s
expense from Jackson Blueprint. A digital PDF set is also available to download. Make
checks payable to Jackson Blueprint & Supply, Inc. and mail or hand-deliver to Jackson
Blueprint at 699 Monroe Street, Jackson, MS 39202 to the attention of Paul Kennedy.
A Pre-Bid conference will be held at the Burnside Park Auditorium 10120 Burnside Park
Road, Philadelphia, Mississippi, on Tuesday March 24th at 10:00AM.
This project is funded in part with grant funds by the Southeast Crescent Regional
Commission (SCRC) SEID Grant Program.
