Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The Environmental Protection Agency (EPA) intends to award a fixed price contract on a sole source basis to CEM Corporation for the purchase of two EDGE 60 High Torque PFAS 120V extractors.
The purpose of the procurement is to allow the Laboratory Services and Applied Science Division (LSASD) to automate the extraction of PFAS samples efficiently and rapidly with EPA method 1633. The product has tested all components in contact with sample and solvent to be PFAS free. The product and its accessories specified in this procurement is only available from one manufacture, CEM Corporation. EPA - Regions 8 and 9 have previously purchased 5 Edge PFAS extractors and has been proven to be an effective instrument for PFAS extraction. Also, the use of CEM equipment allows for ease of instrument maintenance and reduced down-time as parts are easily accessible.
This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. Pursuant to the authority granted by 41 U.S.C.253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1, the U.S. Environmental Protection Agency (EPA), Office of Mission Support’s Acquisition and Grants Management’s Branch intends to issue a purchase order to CEM Corporation for the purchase of two EDGE 60 High Torque PFAS 120V extractors.
The sole source nature of this requirement is based on the determination that CEM Corporation is the only organization that can provide this seminar. The product and its accessories specified in this procurement is only available from one manufacture, CEM Corporation. Use of the instruments will improve the time of extraction and efficiency of results with also having little to no contamination from instrumentation and supplies. Using this same vendor with the same user interface, parts and consumables will allow LSASD to save time and resources regarding, replacement parts, training and backup analysis. This vendor will allow LSASD to use interchangeable consumables, from an existing system, that are compatible with the new system, thus saving considerable expenses.
The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
