WWTP Outfall Decommissioning - Construction Administration/Management
Deadline: 3:00pm, February 25, 2026
I. SUMMARY
The City of Anacortes (City) is requesting qualification submittals from consultants with expertise in
Construction Administration and Construction Management to provide services related to the following
project: WWTP Outfall Decommissioning. This agreement will be for approximately 24 months in duration
with the option for the City of Anacortes to extend it for additional time and money if necessary. The City
reserves the right to amend terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any
time, regardless of how much time and effort consultants have spent on their responses.
II. SCOPE OF WORK
The existing wastewater treatment plant outfall was damaged in an extreme storm event in November of
2021. This work will include performing an evaluation of the failed outfall to determine the potential damage
to the surrounding stormwater pond and other related infrastructure. Once the damage is assessed and
agreed upon the selected consultant will be required to prepare a 30% plan and cost estimate for FEMA
review and approval. Once the plans have been reviewed and updated as needed to get to 100%, the selected
consultant will complete the final bid package for advertising and bid. Construction services will also be
included in the scope of work once the project has been bid and awarded. The level of service will be
determined by the City workload at the time of award.

All emailed Submittals should have “RFQ #20-032-SEW-020 WWTP Outfall Decommissioning” in the subject
line and shall be in PDF format with all other RFQ constraints remaining in place (e.g., page limit, required
sections, etc.). All hardcopy Submittals should be in a sealed envelope and plainly marked on the outside,
“RFQ #20-032-SEW-020 WWTP Outfall Decommissioning”. The deadline for receipt of Submittals is 3:00pm
local time on February 25, 2026. Submittals received after the deadline will not be considered. City offices
are not open for special mail or other delivery on weekends and City holidays. The City shall assume no
responsibility for delay in email programs, U.S. mail service or other delivery service, or for Submittals
delivered to City offices other than the specified City Office.

IV. CONTACT INFORMATION:
Questions regarding this RFQ must be directed in writing, via email, to the Contact Individual(s) indicated on
the cover. The deadline for submitting such questions is 9:00am PST, February 20, 2026. An addendum will
be issued on the City’s website if a substantive clarification is required. Any oral communications will be
considered unofficial and non-binding on the City. Proposers should rely only on written statements issued
by the City’s representative. Responses to verbal requests for information or clarification will be considered
unofficial until received in writing.
V. SUBMITTAL FORMAT
Submittals via email or a dedicated CD/USB Flash Drive is the preferred method of submission. Unbound (i.e.
no staples, comb bindings, presentation folder binding, etc.) hard copies will also be accepted instead of an
electronic copy. Please submit one (1) electronic PDF, or one (1) original hardcopy and four (4) copies, of the
response for services in an 8-1/2" x 11" format. Submittal shall be no more than 10 double sides (20 single
sided) pages (excluding personnel resumes). A minimum of an 11-point font is to be used.
A page is defined as a single side of a sheet. Each printed side of a sheet is a page. A page is further defined
as 8.5 x 11 for text and 8.5 x 11 or 11 x 17 for supplemental drawings, pictures, and diagrams. Cover, section
dividers, title page, table of contents, and personnel resumes do not contribute to the overall page count.
The City encourages the use of readily recyclable materials where possible. Respondents are encouraged to
print/copy on both sides of a single sheet of paper wherever applicable; if sheets are printed on both sides,
it is considered to be two pages.
The General Information form, provided as Exhibit A, is designed to serve as the cover sheet. Do not attach
cover letters, title pages, or blank sheets ahead of this form, nor substitute letterhead paper for it. If
additional space is needed, plain paper may be attached behind this form. This form must be signed by a
person authorized to make responses and enter into contract negotiations on behalf of your agency. This
individual must be at least 18 years of age. Failure to submit this form may result in your Submittal being
deemed non-responsive.
VI. SUBMITTAL REQUIREMENTS
All responses submitted shall include the following information:
Firm name, contact information, and principal-in-charge
Qualifications and experience of the firm
Proposed project team and their expertise
Project approach and methodology
Examples of similar projects
References
DO NOT submit any cost/hourly rates with your submittal.
VII. EVALUATION AND SELECTION PROCESS
The City's choice of the Consultant will be made by evaluating the qualifications submitted. Each response
received in response to this RFQ will be evaluated based on:
Qualification of proposed project manager.
Qualifications/expertise of firm using underground remote sensing and nondestructive testing to
assess pipe conditions and ground conditions surrounding the existing pipe.
Availability and flexibility to work around FEMA funding schedule.
Approach to projects.
Familiarity with FEMA standards and experience with federally funded projects/contracts.
Past Performance/References.

Committee members will assign a score of 1 – 5 for each criteria and it will calculate total points as follows:
0= Fails to Fit, 1= Poor Fit, 2= Fair Fit, 3= Good Fit, 4= Very Good Fit, 5=Excellent Fit. Scores are in whole
numbers only or rounded down. (e.g. 4.5 will round to 4). Scores will then be averaged based on how many
members of the Evaluation Committee are scoring. A minimum of 3 Committee members will score the
submittals.
The City does not anticipate the need, but does reserve the right, to conduct interviews of a short list of
respondents. Should the City decide to conduct interviews, the interview sessions will be evaluated in a
manner similar to the evaluation of written qualifications. Topics covered in the interview session shall
include the topics listed herein before under the "Submittal Requirements" section plus any additional,
relevant topics which may arise during both the formal presentation and the question and answer portions
of the interview. If interviews are conducted and if your firm is selected for interview, you will obtain more
information on the interview process.
VIII. AGENCY NOT OBLIGATED BY THIS RFQ
Release of this RFQ or selection of a responder does not obligate the City in any way to contract for the
services specified herein or approve or expend any funds for the services described herein. Such funds shall
only be approved or expended by the City subsequent to execution of a contract between the City and the
successful responder. The City will not be liable for any costs incurred by any responder in preparation of a
response submitted in response to this RFQ, in conduct of a presentation, or any other activities related to
responding to this RFQ. No claim for reimbursement of time, material or travel expenses shall be made by a
responder against the City, regardless of the results of the selection process. Responders should be prepared
to accept this RFQ for incorporation into a contract resulting from this RFQ. Contract negotiations may
incorporate some or all of a responder’s Submittal. It is understood that submitted responses will become
part of the City’s records on this matter without obligation to the City.
IX. ADDITIONAL TERMS AND CONDITIONS
1. It is the responsibility of all respondents to examine the entire Request for Qualifications package and
seek clarification of any requirement that may not be clear and to check all responses for accuracy before
submitting a Submittal. Negligence in preparing a Submittal confers no right of withdrawal after due date
and time.
2. Any Submittal may be withdrawn up until the date and time set above for opening of the Submittals. Any
Submittal not so timely withdrawn shall constitute an irrevocable offer to sell to the City the services
described in the attached specifications for a period of one hundred eighty (180) days, or until one or
more of the Submittals have been approved for contract award by the City administration, whichever
occurs first.
3. The City reserves the right to reject any and all Submittals, to waive minor irregularities in any Submittal
and to change the selection process or timeline.
4. The City reserves the right to request clarification of information submitted, and to request additional
information from any proposer.
5. All Submittals and products submitted become the property of the City. It is understood and agreed that
the respondent claims no proprietary rights to the ideas and written materials contained in or attached
to the documents submitted.
6. All submitted documents are public and subject to disclosure.
7. The City is not responsible for any equipment or software failure that may cause delay or non-delivery of
an electronic submittal. The official submission time of an electronic Submittal will be as marked by
Outlook in the City staff’s email inbox.
8. At the appointed Submittal closing date and time, the City’s Contracts and Grants Manager will download
the applicable contents of the reserved email mailbox and/or open all sealed envelopes and make them
public accordingly.
9. The City is not responsible for electronic Submittals containing viruses that cannot be eradicated, or that
are corrupted as a result.
