Description

This Request for Proposal (RFP) is for qualified consultants or firms to comprehensively revise and redevelop the Public Works Department existing Occupational Health and Safety (OHS) Procedures Manual.  The primary goal is to ensure full compliance with current legislation and industry standards, providing an updated, practical, and user-friendly resource tailored specifically to City operations.  Additionally, the City is looking toward achieving Certificate of Recognition (COR) certification in the near future and this plan should work towards this.

The scope of the project includes:
Development of standardized hazard identification and assessment documents for staff. Creation of protocols and schedules for regular safety audits and inspections. Design of a comprehensive safety training and tracking system. Formulation of emergency preparedness and response procedures. Rejuvenation and updating of existing safe work procedures for various tasks. Establishment of guidelines for environmental and hygiene testing (fit testing, noise and air quality monitoring). Preparation of a structured incident investigation procedure. Establishment of clear procedures for managing contractors and subcontractor compliance with OHS requirements. Development of comprehensive recordkeeping and documentation standards (incident reports, training logs, audit findings). Definition of clear roles and responsibilities for management, supervisors, and employees regarding OHS. Development of an effective communication strategy for disseminating OHS information and updates to all employees.
