Solicitation Description:

The Texas HistoricalCommission (THC) seeks competitive sealed proposals to establish a contract forgeneral construction in accordance with the specifications outlined in thisRequest for Proposal (RFP) pursuant to Texas Government Code (TGC) Section 442.101(a)(2) andChapter 2269, Subchapter D and 2155.

The services requestedherein and to be provided under any contract(s) awarded as a result of this RFPare for the Magoffin Home Adobe Stabilization at the Magoffin Home StateHistoric Site, 1120 Magoffin Avenue, El Paso, Texas 79901.

The Texas HistoricalCommission is looking for a general contractor firm that has documentedexperience with projects of the type, scale, and scope described in this RFP.The contractor must meet minimum qualifications and have a minimum of 8 yearsof experience in construction similar to the type of work required by theseContract Documents (as judged by THC) to be eligible for contract award. THCrequires all work to comply with applicable Federal and State laws, codes, andstandards.

The project will include,but is not limited to, the structural stabilization and repair of asingle-story adobe structure approximately 5,000 square feet in size, involvingrepairs to adobe, stucco, plaster, roofing, and wood windows and doors. Thescope of work is described more completely in Exhibit M – ConstructionDocuments.

Two mandatory on-sitepre-proposal conferences will be held at the project site at the time/dateshown in Section 3.1 Schedule of Events to familiarize contractors withthe site's conditions and characteristics. Attendance by contractorsis required for a proposal to be accepted by THC. Contractorsmust sign the attendance log sheet at the site upon arrival. This attendancelog sheet verifies all contractors who attended the mandatory on-sitepre-proposal conferences held on July 8th, 2025, and July 9th,2025, at 11:00 AM. Contractors are only required to attend one on-sitevisit.

Additionally, eachrespondent must return the Exhibit O – Site Visit Form with their response,signed by the respondent and site representative, to confirm that thecontractor attended one of the mandatory on-site pre-proposal conferences onJuly 8th, 2025, or July 9th, 2025, at 11:00 AM.

A Hub Subcontracting Planand Bid Bond must be submitted with your RFP response by the deadline, or yourRFP will be deemed disqualified.
