This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation W9127N25Q0029, upon request for a specific quantity and date for lube oil delivery, the Contractor shall transport and pump into the vessel’s fixed piping system requested quantity: typical quantity.

Dredge Essayons: Estimated total volume per annum is 7,500 gallons of MobilGard HST+ 15w-40 Extra High Perf Diesel Engine Oil, delivered in bulk over the water to the Essayons located at one of the following locations:

Terminal 2 Portland, OR;

Port of Longview, WA;

Port of Astoria, OR.

Dredge Yaquina: Estimated total volume per annum in the following products:

1,600 gallons of Chevron CV DELO 400 XLE SB15W40, Diesel Engine Oil, delivered bulk, over the water;

400 gallons of Chevron CV DELO 400 XLE SB15W40, Diesel Engine Oil in 55 Gal. DRUMS;

400 gallons of Chevron CV DELO 400 SAE 30, in 55 GALLON DRUMS;

300 Gallons DTE 10 Excel 46 in 55 Gal.

Delivery may be to the Yaquina located at one of the following locations based off schedule below:

Terminal 2, in Portland, OR;

Port of Longview in Longview, WA;

Coos Bay, Oregon;

Newport, Oregon. NOAA Dock – 55 Gallon Drum at this location;

Morro Bay, CA – 55 Gallon Drums at this location.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2024-03 effective February 23, 2024.

This solicitation is advertised as a total small business set-aside under NAICS Code 324110 Petroleum Refineries, with a small business size standard of 1,500 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Note - In the event the vessel location changes the contract will be modified to cover actual travel costs at the rate provided for each location listed in the Price List. Because the diesel oil will be transported across water, interested vendors must be certified by the United States Coast Guard (USCG) to transfer oil over water and provide necessary documentation from USCG to verify certification prior to award.

Supplies/Services will be inspected/accepted: All supplies will be inspected/accepted at Destination by Government.

Period of Performance Information: The anticipated Period of Performance is between the date range 15 April 2025 and 01 Dec 2025

Shipping FOB destination must be included in the offered price.
