Oregon State Lottery ("Oregon Lottery" or "Lottery") is soliciting applications from manufacturers of Video LotterySM gaming terminals ("VLTs") for the opportunity to provide VLTs to Lottery ("Applications"). Prior to submitting an Application, Applicants shall read the Video LotterySM Terminal Price and Software License Agreement, attached to this RFA as Attachment 1, Sample Master Agreement. A form Application ("RFA Requirement & Response Form") is attached as Attachment 2 to the RFA. Lottery intends to enter into a master agreement ("Master Agreement" or "Agreement") with each applicant ("Applicant") who meets the minimum qualifications (determined through the application process detailed in Section 2) and who is willing to provide VLTs and perform the associated services. The final Master Agreement must be substantially in the form of Attachment 1, Sample Master Agreement.

The initial term of each Master Agreement will be ten (10) years from the effective date of the Agreement. Lottery reserves the right to amend and extend the term of any Master Agreement. Any amendments to a Master Agreement must be in writing.

Applications must be complete at the time of submission. Lottery will designate an Evaluation Panel that will meet as necessary on an ongoing basis until the closing date of this RFA to conduct a comprehensive and impartial review of the Applications received to determine whether each Applicant meets all qualifications. Applicants whom Lottery determines to be qualified to provide VLTs and associated services pursuant to this RFA will have their Applications accepted, be deemed a Qualified Vendor, and issued a Master Agreement.

During the review process, Lottery reserves the right to obtain clarification from Applicants regarding their Application materials. Applicants may submit additional materials to document their qualifications if this RFA is still open for Applications.
