This is not a solicitation announcement. This is a pre-solicitation notice only. The purpose of this notice is to announce that the Department of Veterans Affairs, Veterans Integrated Service Network (VISN 22), is seeking contractors interested in providing a quote for: Training of both clinical, and non-clinical personnel in Tactical Medicine (TACMED) and will also be referred herein as TACMED. As part of this requirement, training program must be consistent with established standards set by the American College of Surgeons, Committee on Trauma on Stop the Bleed (STB) and the Department of Defense s Stop the Bleed Coalition (STBC) guidelines, with the addition of other tactical medical intervention techniques combined into one training program. The services shall comply with this Statement of Work (SOW), all VA, local, state, and Federal policies, and regulations. This contract is to provide training of both clinical, and non-clinical personnel in Tactical Medicine (TACMED) for GLAVAHCS staff. This TACMED training must include live practical exercises and/or assessments to achieve certification, tactical emergency medical intervention options, patient extrication and protocols to sound the alarm, communication with police along with other response techniques, and the skills necessary to aid in the recovery and restoration of the Veterans Affairs mission. This course must also include Emergency Casualty Care (ECC) for VA personnel utilizing both the standards ser forth by the Committee on Tactical Combat Casualty Care (CTCCC), and the standards set by the American College of Surgeons (ACS), Committee on Trauma on Stop the Bleed (STB) and the Dept. of Defense s Stop the Bleed Coalition (STBC). Solicitation shall be issued on or about June 20, 2025, with proposals due no later than July 14, 2025 at 5:00 P.M. MST. The following NAICS code: 611430 and FSC code: U006 apply to this requirement. This is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. To receive credit, an offeror must be registered and verified in SBA Veteran Small Business Certification database at time of quotation submission and at time of award (DSBS SBA search) and must meet federal small business size standards for the North American Industry Classification System (NAICS) code assigned to this solicitation. All interested parties must respond to the solicitation announcement. A response to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
