Project Description: Sealed Proposals for the Municipal Sanitary Authority of The City of New Kensington (MSANK), P2C Inflow & Infiltration Removal Project, will be received online via the PennBid Program (www.PennBid.net) by MSANK until 3:00 PM prevailing time on July 16, 2025 then publicly opened, read aloud, and results posted to PennBid.net. The project includes the documentation, replacement, repairment, and lining of existing sewer and manholes and the reinstatement of all service laterals. A non-mandatory Pre-Bid conference will be held at the MSANK offices on July 1, at 10:00 AM.
The general scope of the work is split into three (3) contracts which include:
Contract 1 – CIPP Lining
• Base bid for the CIPP lining of 8”, 10”, 12” and 14” sewer, CCTV, smoke tests, and several tap and root cuts across four (4) sewersheds
• Sewer lateral reinstatements
• Maintaining all residential sewer flows
Contract 2 – Manhole Lining
• Base bid for the lining of manholes across four (4) sewersheds for 166 manholes
• Maintaining all residential sewer flows
Contract 3 – Replacement & Point Repairs
• Base bid for the replacement of 8” sewer, installation of new manholes, and several point repairs across three (3) sewersheds
• Sewer lateral reinstatements
• Demolition of concrete and asphalt roadways
• Concrete and street restoration of all impacted city sidewalks, curbs and streets
• Erosion and sedimentation controls
• Maintaining all residential sanitary sewer flows

Each proposal shall be accompanied by cash, certified check, or Bidder's Bond in favor of MSANK in an amount not less than ten percent (10%) of the amount of the total Bid, as evidence the Bidder will accept and carry out the conditions of the Contract in case of award.
MSANK reserves the right to waive any informalities, or to reject any or all Bids.
The Successful Bidders will be required to enter into a Contract with MSANK and to furnish a Performance Bond and Labor and Material Bond in the full amount of their Bid.
No Bidder may withdraw their Bid within 60 days after the actual date of opening thereof.
All applicable laws, ordinances and the rules and regulations of the authorities having jurisdiction over the work shall apply to the Contract throughout.
Bidders will be required to execute a Non-Collusion Affidavit and submit it with their Bids.
The Successful Bidders will be required to comply with all Federal, State, and local Laws and Regulations governing prevailing wage determination and fair employment practices which may be applicable to this Contract.
