Project Description: Sealed proposals will be received electronically via the PennBid Program by North Lebanon Township, Lebanon County for the Jay Street Retaining Wall Project until 10:00 a.m. prevailing time on Friday, July 18, 2025, at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total.
The project includes, but is not limited to, the demolition and removal of an existing CMU retaining wall along Jay Steet, excavation for and installation of a new pre-cast modular block (PMB) gravity retaining wall, backfilling and associated grading behind the new wall, fencing, wearing course and full depth restoration of the adjacent road and driveway, and all other associated work as more fully described in the Construction Drawings.
The bidding process, contract, and conduct of the work must meet the requirements of the Local Share Account Grant Contract, which has been entered into by North Lebanon Township and the Commonwealth Financing Authority. These agreements obligate North Lebanon Township to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidders’ attention is directed to Exhibit C of the bid package, which contains the Local Share Account Grant Contract requirements. This document outlines the specific requirements of the Local Share Account grant programs. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Monday, July 7, 2025, at the North Lebanon Township Municipal Building.
North Lebanon Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
