633rd ABW Wing Mobile LED Screen Trailer (Marquee)

STATEMENT OF REQUIREMENT

24 January 2025

1. Overview: The 633rd Air Base Wing has a need to display messages, notices, videos,

and other base-wide information to ensure limited mission interruption and base populace

awareness. The sign must be mobile to meet evolving mission requirements.

2. Requirements:

a) Shall be color LED and large enough to be viewed from a max distance of 300'.

b) Shall be a minimum of 17’ wide and 10’ high.

c) Shall rotate 360°

d) Shall be capable of being fully powered by an installed on-board power via a generator without the need of shore power. Must also support shore power plugin of no more than a 50-amp RV plug 240V single connection for multi day use off generator power (generator specification at 12KW).

e) Shall have on board audio to include speakers, wired, and wireless microphone input.

f) Shall support screen resolution (WxH) 1040 x 624 full motion video, pixel pitch (stock) 4.81mm

g) Entire system (audio, IT, power, and LED panels) shall be weatherproof to IP67 standards to be used outdoors.

h) Shall be capable of operating in conditions of at minimal -4°F to 122°F.

i) Shall support a minimum 45 mph wind resistance.

i) Shall be road legal and towable by a standard ¾ ton pickup truck (cannot weigh more than 18k lbs.) to any location with an improved surface by means of a Class 5 Trailer Hitch.

k) Shall support any video format a standard laptop can support.

l) Shall support any image file type a standard laptop can support.

m) Shall support the ability to display PowerPoint slide shows

n) Shall include a provided laptop with all required cabling with provided software required to operate in accordance with the above requirements

o) Shall support brightness (NITS) 7500

p) Trail dimensions shall be at least (LxWxH) 25’ x8’x12’), trailer finish power coated, trailer GVWR9990, trailer Axle tandem 7K

3. Inherent Services:

Onsite training of all functional parts, maintenance requirements, and operation.

4. Delivery: Required Delivery NLT 9 April 2025

Delivery address: Delivery will be to Langley Air Force Base, Hampton VA 23665 Final delivery address to be determined and coordinated with the manufacturer prior to shipment.

5. Terms and Conditions:

Must have a minimum of a one-year warranty on parts including but not limited to the generator, LED panels, cables, trailer, and IT equipment.
