Request for Qualifications
As-Needed Hazardous Materials Abatement Contracting Services 2025
San Francisco Public Works (Public Works), a department of the City and County of San Francisco (City), seeks to create a pre-qualified pool of Contractors to provide Hazardous Materials Abatement Contracting Services and related services on an as-needed basis as described in the RFQ (Attachment 02). Work includes hazardous materials abatement, such as asbestos abatement, lead removal, and other environmental remediation services.
The City will award contracts to up to three (3) Proposers that meet the Minimum Qualifications of this RFQ with a not to exceed value up to $3,000,000 with each contractor. Each contract will have a three-year term, with Contract Service Orders or task orders to be issued during the duration of the contract.
The Local Business Enterprise (“LBE”) Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE subcontracting requirement for this project is 10% of the total value of services to be procured. Public Works encourages participation by City-certified LBEs. Rating Bonuses may apply to each resulting contract for eligible LBE proposers pursuant to the San Francisco Administrative Code Chapter 14B. Pre-proposal conference will not be conducted for this RFQ. Questions regarding the RFQ must be submitted no later than December 11, 2024, 4:00 P.M. by email to the Contract Manager, Robert Begley: Robert.C.Begley@sfdpw.org

; no later than 2:00:00 P.M. Pacific Time on Thursday, December 19, 2024. Proposers shall submit Proposals as specified and required in the RFQ. Late submittals will not be considered.
Prevailing Wage: Contractors with billing classifications subject to prevailing wages on public works projects may not be awarded a contract unless such Consultants are registered with the Department of Industrial Relations (DIR) at the time of award.
