DESCRIPTION OF REQUIREMENT
ACC-APG, on behalf of ATC, intends to award a sole-source, firm-fixed-price commercial contract to EMD Millipore Corporation (operating as MilliporeSigma), located at 400 Summit Dr, Burlington, MA 01803 (CAGE: 08071 / UEI: KA4NZQD8JVJ1).
This requirement is for the procurement of a replacement Type II laboratory water purification system to interface with legacy distribution infrastructure in Building 362:
Target System: Milli-Q® HX 7040 Make-Up Water Purification System (Part: ZLXL51040)
Associated Deliverables: On-site system startup, loop sanitization, and booster pump.
Estimated Value: Value is approximately $45,500.00
STATUTORY AUTHORITY
This commercial acquisition is conducted under Revolutionary FAR Overhaul (RFO) procedures (effective 1 February 2026). The sole-source authority is RFO FAR 12.201-1(c)(2) (Acquisition of Commercial Products and Commercial Services), which permits direct solicitation from a single commercial source when only one provider can meet agency needs.
TECHNICAL JUSTIFICATION & REASON FOR SOLE SOURCE
EMD Millipore Corporation is the sole manufacturer and certified service provider of the Milli-Q® HX series water systems. This specific equipment is required to satisfy the following agency parameters:
Infrastructure Integration: The replacement system must physically and operationally interface with legacy distribution components, including existing plumbing connections, specific water storage tanks, and internal laboratory loops without requiring extensive system redesign or costly facility modifications.
Technical Risk and Standardization: Standardizing on the manufacturer's system ensures physical compatibility, maintains existing laboratory water standards, and leverages established operational/servicing structures to prevent increased down-time and additional auxiliary travel/service fees.
INSTRUCTIONS TO INTERESTED PARTIES
This is not a competitive request for proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement. The capability statement must explicitly demonstrate how an alternate system can interface with the legacy water storage tank and laboratory loop configurations without modification. Responses must be emailed to the POC below by the deadline.
