On-Call Site/Civil Engineering Services

Beaufort County requests a proposal containing qualifications from all interested consulting firms experienced in performing Site/Civil Engineering related services. Projects expected under this contract may include site design, new site development or expansion, pad ready sites, stormwater projects, resilience projects, pedestrian/bicycle facilities, transit facilities, site access, recreational facilities, Roadway Design, office buildings, other governmental infrastructure projects, etc. Projects may include preparation of preliminary plans, grading plans, stormwater plans, demolition plans, utility plans, and final construction plans for various project types. These services may include, but not limited to, the services to provide preliminary designs and cost estimates, landscape and lighting design, surveys, roadway design, site design, hydrology/hydraulics, off-site improvements, construction support services, subsurface utility engineering (SUE), utility plans, geotechnical borings and design engineering, environmental documentation and permitting, traffic engineering services including signal design, structural design (walls, roadway culverts/bridge structures), value engineering and other related tasks and duties deemed necessary to implement the projects.

These services will be provided under a one (1) year on-call contract with the option of two one (1) year renewals. The services will be needed county-wide and provided on an “as needed” basis. The County will select up to three (3) firms to provide these services with a total annual contract total per year per consultant not to exceed one million (1,000,000) dollars. Consultants will be evaluated and ranked based on their score during the selection process. Work under each On-Call will be assigned per the on-call policy dated December 1, 2025. This solicitation is intended to provide the opportunity for the selected firms to be involved in all County site improvement projects associated with current and future funding sources.

A firm applying as a Prime will only be allowed as a subconsultant on another team as long as the role does not exceed 10% of contract value.
