The City of Thousand Oaks is seeking Laboratory Services from a certified laboratory to conduct analysis for samples taken from the City's water distribution system, wastewater collections system, the Hill Canyon Treatment Plant, MS4 stormwater system and from industrial dischargers.
The proposer selected to provide these services will be awarded a five-year contract, effective December 1, 2025, through December 31, 2030.
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.
The City's water distribution system services approximately 17,000 customer accounts, and a population of over 50,000. The City receives treated water from the Calleguas Municipal Water District and distributes to approximately 36% of the City. The City operates 16 water storage reservoirs, constructed between 1961 and 2002, with a total capacity of 35.5 million gallons. Thirteen of the reservoirs are above-ground steel reservoirs, and three are partially buried concrete reservoirs. The City owns and operates 15 pump stations and other typical water distribution infrastructure related to the system. The City's water quality is regulated under the State's Division of Drinking Water, District 06 in Santa Barbara.
The City provides wastewater collections service to nearly 38,000 customers including business, industrial, and residential. The Public Works Department maintains 415-miles of wastewater pipelines and two lift stations within the City. Wastewater collected from approximately 90% of the City flows down through the collections systems to the Hill Canyon Treatment Plant (HCTP) for treatment. Certain industrial discharges to City sewers are regulated by the City under Industrial Waste Discharge Permits as part of the wastewater pre-treatment program and in compliance with state and federal regulations.
HCTP is located at 9600 Santa Rosa Road, Camarillo, CA 93012. HCTP is a modern, advanced tertiary treatment facility serving the community of Thousand Oaks. HCTP is rated to treat up to 14-million gallons of wastewater per day and operates 24-hours per day, seven days per week. With a current flow of approximately eight-million gallons per day, water treated at the facility must comply with a wide variety of operational and regulatory permits, including a National Pollutant Discharge Elimination System (NPDES) permit issued by the Regional Water Quality Control Board (RWQCB).
The City also oversees water quality objectives and requirements related to stormwater run-off. The City operates a Municipal Separate Storm Sewer System (MS4) and is regulated under a different NPDES permit relative to the stormwater system. The City's stormwater system must comply with other related regulations, and the City coordinates with various local agencies and cities for join participation in regulatory compliance activities.
