1.0 INTRODUCTION
1.1 Purpose of Procurement
Lumpkin County Board of Commissioners is requesting sealed bids for the application of 24" thermoplastic stop
bars, high build paint, flashing beacon stop signs, thermoplastic striping 2-foot road widening.
1.2 Schedule of Events
This Invitation to Bid shall be governed by the following schedule:

1.3 Restrictions on Communications
From the issue date of this Invitation to Bid until a contractor is selected and the award is announced, Contractors
are not allowed to communicate for any reason with any County staff or elected officials except: 1) through the
Purchasing Agent named herein, 2) at the pre-bid meeting, if applicable or 3) as provided by existing work
agreement(s). The County reserves the right to reject the submittal of any bidder violating this provision.
1.4 Pre-Bid Meeting
A mandatory pre-bid meeting will be held July 16, 2026 at 2:00 PM. The location of the meeting will be the Lumpkin
County Administration Building Downstairs Conference Room, 99 Courthouse Hill, Dahlonega, GA 30533.
1.5 Questions & Addenda
All questions concerning this bid must be submitted in writing (email is preferred but mail may be used) to the
Purchasing Agent on July 21, 2026, no later than 12:00 PM, EDT.

No response to inquiries other than written will be binding upon the County. Lumpkin County reserves the right to
issue written addenda to any inquiries that alter the scope of the Invitation to Bid. Addenda shall be posted to the
county website, www.lumpkincounty.gov on July 22, 2026, no later than 5:00 PM. A signed copy of any addenda
shall accompany submitted bids. Bidders are advised to check the website for addenda before submitting their bids.

1.6 Contract Term
The contract between the County and the Contractor shall become effective upon signing and shall be completed
no later than 120 calendar days from the day the Notice to Proceed is issued. Lumpkin County reserves the right
to terminate contract at any time if successful bidder fails to meet requirements stated in this bid.
The contract shall terminate absolutely and without further obligation at such time as appropriated and otherwise
unobligated funds are no longer available to satisfy the obligations of the County under this contract.
1.7 Bonds
Bid Bonds 5% of total bid amount
Performance and Payment Bonds 100% of total contract price (required of awarded vendor only)
Information regarding bonds to be furnished is stated in the General Terms section of this Bid document, Item 3.8
"Bid/Proposal Bonds, Payment Bonds and Performance Bonds".
1.8 Submission of Bids
One (1) original and one (1) copy of the complete signed submittal must be received July 30, 2026 at 2:00 PM,
EDT. Proposals must be submitted in a sealed envelope stating on the outside, the vendor's name, address and to:
ITB 2026-010 Installation of Safety Items on Various County Roads.

Bid responses submitted by fax or electronic mail (email) will NOT be accepted.
Bidders are advised to allow adequate time for shipping. Many express mail and delivery services do not
guarantee overnight delivery by noon to Lumpkin County. Any bid received after 2:00 pm on July 30, 2026,
will not be opened.
1.9 Withdrawal of Bid Due to Errors
Bidders shall have up to forty-eight (48) hours to notify the Lumpkin County Purchasing Department, in writing,
of an obvious clerical error made in the calculation of bid in order to withdraw a bid after bid opening. Bids may
be withdrawn from consideration if the price was substantially lower than the other bids due solely to a mistake.
The bidder shall provide evidence that the bid was submitted in good faith, and that the mistake was a clerical
mistake as opposed to a judgment mistake. The bidder's original work papers shall be the sole acceptable
evidence of error or mistake. If a bid is withdrawn under this provision, the lowest remaining responsive bid shall
be deemed low bid.
No bidder who is permitted to withdraw a bid shall for compensation, supply any material or labor, perform any
subcontract or other work agreement for the person, or firm to whom the contract is awarded.
Bid withdrawal is not automatically granted and will be allowed solely at Lumpkin County's discretion.
1.10 Award
Any purchase order / contract awarded pursuant to this Invitation to Bid shall be awarded to the lowest responsive
and responsible bidder whose bid response meets the requirements and specifications set forth in this Invitation to

Bid. A "responsive bidder" is a bidder who has submitted a bid response, which conforms in all material respects
to the bid. A "responsible bidder" is a bidder who has the capacity in all respects to perform fully the contract
requirements and the integrity and reliability which will assure good faith performance.
2.0 SCOPE OF WORK & SPECIFICATIONS
The scope and procedure for this project shall consist of applying 24" thermoplastic stop bars, high build
center line and edge line striping, install solar plashing stop signs, thermoplastic centerline and edge line
striping and 2-foot road widening on various county roads.as outlined on the Project Report contained in
the Bid Documents for this project. All work shall be done in accordance with the 2021 State of Georgia
Standard Specifications and by the Special Provision contained in the Bid Documents for this project.
Lumpkin County personnel will be supervising construction of this project and will also be subject to
inspections and audits by the Georgia Department of Transportation.

SPECIFICATIONS
Item 150-Traffic Control: This item will be for all signing and other items in order to control
traffic during the construction of this project. All items shall be in accordance with the manual of
uniform traffic control devices and GDOT Standard Specifications, 2021 edition, and shall be
paid on a lump sum basis.
Item 653-1704 Thermoplastic Solid Traffic Stripe 24": All applied stop bars shall be in
accordance with GDOT 2021 standard specifications, 2021 edition, and will be paid for on a
linear foot basis.
Item No- 652-2501- Solid Traffic Stripe 5" White (High Build): Shall meet the specifications
outlined in the GDOT Standard Specifications, 2021 edition, and shall be paid for by the line mile
per stripe.
Item No- 652-2502- Solid Traffic Stripe 5" Yellow (High Build): Shall meet the specifications
outlined in the GDOT Standard Specifications, 2021 edition, and shall be paid for by the line mile
per stripe.
Item No- 652-3501- Skip Traffic Stripe 5" White (High Build): Shall meet the specifications
outlined in the GDOT Standard Specifications, 2021 edition, and shall be paid for by the gross
linear miles.
Item No- 652-3502- Skip Traffic Stripe 5" Yellow (High Build): Shall meet the specifications
outlined in the GDOT Standard Specifications, 2021 edition, and shall be paid for by the gross
linear mile.
654-Raised Pavement Markers: Markers shall be Type 1 reflective type marker for 2-way traffic
and shall meet the GDOT standard specifications, 2021 edition, will be paid for on a per each
basis.
641-Guard Rail Type W: Type W guardrail shall meet the requirements from the GDOT standard
specifications, 2021 edition, and shall be installed according to the GDOT construction standard
number 4380 and shall be paid for on a per linear foot of rail installed.
641-Gaurdrail Anchor Type 1: The type 1 guard rail anchor shall meet the requirements of the
GDOT standard specifications and shall be installed according to the GDOT construction
standard number 4383 and will be paid for on a per each basis.
641-Gaurdrail Anchor Type 12: The type 12 anchor shall meet the requirements of the GDOT
standard specifications and shall be installed according to the GDOT construction standard 4384
and will be paid on a per each basis.

641-Guardrail Post 9': Post shall meet the requirements of the GDOT standard specifications and
shall be installed as outlined in the Construction Standard 4381in the GDOT specifications and
will be paid for on a per each basis.
653-Thermoplastic Traffic Symbols: This item is for rumble strips placed on Copper Mine Road
with 3 strips going on each end of the road. These will be placed according the GDOT standard
specifications, 2021 edition and will be paid on a per each basis.
Item no 999-5100-Solar Flashing beacon Stop Sign and Stop Ahead: Signs shall be installed
according to the current issue of the manual of traffic control devices and shall be paid for on a
per each basis which will include the complete assembly installed and working.
Section 108.8 Failure or Delay in Completing Work on Time.
Liquidation Damages on this project will be charged at a rate of $200.00 Per day if not completed
by the completion date.
