Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
Penn Wynne Library Reading Garden

General Construction
Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, Thursday, October 16, 2025 at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
All interested Bidders may, at their convenience, view the exterior of the project area at 130 Overbrook Parkway, Wynnewood, PA 19096. Public interior areas can be viewed during the library’s open hours (https://lmls.org/pennwynne). Requests for access inside the staff areas (non-public areas) of Penn Wynne Library shall be submitted via PennBid at least 72-hour notice with the following: (a) Name of Person performing site visit along with their contact information; and (b) Preferred Site Visit Date(s) with Arrival Time(s). Requested date and time are not guaranteed and based upon availability of library staff to provide access. Therefore, we recommend the bidder provide several dates and times in their request.
Scope of Work
The work includes, but is not limited to, selective demolition; earthwork activities; regrading; granite curb reconfiguration; placement of underground utility conduits and junction boxes for future project; planter wall construction; walkway construction; landscaping; temporary and E&S control measures; and site restoration. Award is planned for Wednesday, November 19, 2025 with Construction Notice to Proceed planned for January 2026 pending contract execution.
Detailed specifications developed by SALT Design Studio and Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Friday, October 3, 2025.

The project is partially funded by the Pennsylvania Department of Conservation and Natural Resources, Bureau of Recreation and Conservation (Community Conservation Partnership Program, C2P2, Grant from the Keystone Recreation, Park, and Conservation Fund); Commonwealth of Pennsylvania Financing Authority (Greenways, Trails, and Recreation Program, GTRP, Grant); Pennsylvania Department of Community and Economic Development (Community and Economic Assistance Program, CEAP, Grant); Penn Wynne Library Board; and Township of Lower Merion.
ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONTRACT DOCUMENTS MUST BE PAID ON THIS PROJECT, AND THAT THE CONTRACTOR MUST ENSURE THAT EMPLOYEES AND APPLICANTS FOR THE EMPLOYMENT ARE NOT DISCRIMINATED AGAINST BECAUSE OF THEIR, RACE, COLOR, RELIGIOUS CREED, ANCESTRY, AGE, SEX, NATIONAL ORIGIN, PHYSICAL OR MENTAL DISABILITY, OR BECAUSE OF A PERSON'S SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION.
The Board of Commissioners reserves the right to reject any or all bids or parts thereof or to waive any informality or irregularity as deemed to the best interest of the Township.
