The New York City Mayor s Office of Labor Relations (OLR) is seeking responses from qualified actuaries with expertise in healthcare cost containment to: (1) perform healthcare actuarial analysis for cost containment; (2) collect, securely maintain, and accumulate health and claims data from the various health benefits providers; (3) perform comparative healthcare analysis and benchmarking; and (4) deliver proposals for new financing and delivery arrangements of healthcare for City employees and retirees and other services as required by OLR .

RESPONSES MUST BE RECEIVED BY NO LATER THAN 2:00 P.M. EST, January 8, 2025. LATE PROPOSALS WILL NOT BE ACCEPTED.

OLR desires to select a vendor to perform healthcare actuarial analysis for cost containment purposes, which will provide critical information to OLR to define and evaluate the programs associated with proposed changes to the City’s current health benefits delivery system and financing model. The decisions involve proposing new financing and delivery arrangements, such as self-insurance, on-going dependent eligibility verification audits, capping of healthcare carrier rates, marketing plans, and innovative and more effective delivery and financing of healthcare to City employees and retirees. The selected actuary may be asked to collect and accumulate data from the various health benefits providers so that comprehensive analysis can be developed by line of coverage (e.g., PMPM data by medical, Rx, etc.) and comparative analysis and benchmarking can be done to determine the most significant areas to be addressed and establish priorities for cost containment initiatives. OLR, as administrator of the City’s Health Benefits Program (HBP), currently provides many health plan options for New York City employees, pre-Medicare retirees, Medicare-eligible and their eligible dependents. HBP provides coverage to approximately 1.2 million lives. The vendor selected to provide healthcare actuarial services must be able to offer a combination of (1) healthcare actuarial skills and consulting on the marketing of health insurance products; (2) providing healthcare actuarial services to programs of similar size and scope to that of the City’s, and (3) providing healthcare actuarial services and consulting on the marketing of health insurance products with the purpose of achieving substantial and recurring cost savings on healthcare benefits per capita. In addition, the selected vendor must be able to receive secure health claims data from the City’s various health carriers and provide a secure database for the health claims data of approximately 1.2 million employees, pre-Medicare retirees, Medicare-eligible retirees and their dependents.

OLR has received approval from the New York City Mayor’s Office of Contract Services (MOCS) to use a competitive Negotiated Acquisition pursuant to Section 3-04(b)(2)(ii) of the New York City Procurement Policy Board Rules, as there are a limited number of vendors available and able to perform the work.

The following potential vendors are requested to submit a response to this Negotiated Acquisition:
1. Axiom Consulting
2. Milliman
3. Buck Consulting
4. Aon

Due to the complexities surrounding the rules and regulations which govern employee health benefits programs and the uniqueness, size and security requirements of the City’s Health Benefits Program, OLR has concluded that the limited number of vendors listed above have the capabilities and capacity to perform the above healthcare actuarial consulting work for the best value to the City. In addition to seeking to enter into negotiations with the above listed vendors,  OLR will provide the opportunity for other qualified vendors to submit a response to the negotiated acquisition.

OLR plans to select a vendor on the basis of factors stated in the Negotiated Acquisition solicitation document which include, but are not limited to: the respondent’s experience, organizational capability and program approach to providing the services described in the Negotiated Acquisition solicitation document.

The anticipated term of the contract with OLR for healthcare actuarial services is anticipated to be from July 1, 2025 to June 30, 2028.
