DESCRIPTION:



The United States Army Corps of Engineers (USACE), - Seattle District (NWS) is hosting an Industry Day on 13 AUGUST 2025 to provide information to industry on an upcoming requirement for the Mud Mountain Dam 9ft Tunnel Steel Liner Repair civil works project in Enumclaw, Washington. This industry day will replace the site visit since the tunnel will be fully watered up during the bidding period and there will be no other opportunity to see the dewatered site. The Government is seeking interested, qualified, and experienced sources capable of performing this type of project to attend the site visit.





The Seattle District, U.S. Army Corps of Engineers has a requirement to repair the Mud Mountain Dam’s (MMD) 9ft Tunnel Steel Liner. Specifically, repairs need to be performed on the steel liner at the area from the bellmouth to the transition ramp.





The main functions of the MMD’s 9ft tunnel are to pass the river debris and sediment through the dam and regulate flood flows. At the entrance of the tunnel, the area from the bellmouth to the transition ramp, is approximately 30 years old (replaced in the 1990s). The steel liner is critical for protecting the tunnel from the debris and sediment flowing through it. Significant degradation of the steel liner has been observed during the most recent tunnel inspection that occurred in the summers of 2023 and 2024.





ATTENDING THE SITE VISIT DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED PRIOR TO AWARD.



The performance window is constrained by restrictions that work occurs prior to flood season (01 October – 28 February) but cannot begin until after July 20, 2026.



Performance Window: July 20th – September 30th, 2026



The contract solicitation and award are planned in FY26 for this project.



The anticipated NAICS code may be NAICS code 237990, Other Heavy and Civil Engineering, Construction.



The proposed project is anticipated to be a competitive, firm-fixed-price contract to be procured in accordance with the Federal Acquisition Regulation (FAR) Part 14, using the Invitation For Bid process to fix the steel liner in the most expeditious manner possible.



After registering, you will receive a confirmation email about the site visit.



You must pre-register to attend this onsite Industry Day by submitting the attached RSVP form in an email to Charles Idle, Contract Specialist, at charles.d.idle@usace.army.mil and Nathan Williams, Project Manager, at nathan.d.williams2@usace.army.mil, and reference the Mud Mountain Dam 9ft Tunnel Steel Liner Repair Project Onsite Industry Day in the subject line. RSVP by 30 JULY 2025 at 4:00 PM PST.



Late respondents, those not pre-registered, or those not providing the correct information will not be granted access to the site. Participation is limited to two representatives from each interested entity.



Required personal protective equipment for the visit includes hard hat, safety vest, and boots/safety shoes.
