About

Battle Creek Public Schools (BCPS) is seeking proposals from qualified bidders to provide custodial cleaning services for all buildings within the BCPS district. The objective of this Request for Proposal (RFP) is to provide experienced professional custodial cleaning companies the opportunity to submit a thoroughly detailed proposal outlining their expertise, qualifications, staffing plan, proposed solution, and pricing.

BCPS intends to contract all buildings as a single unit, and each bidder must submit a base bid that meets the District’s RFP specifications. In addition, BCPS welcomes ideas from bidders on how the District can realize additional efficiencies in the delivery of custodial services. Bidders are encouraged to include voluntary alternates and suggestions for consideration.

BCPS will select the proposal it deems most qualified and responsible to serve the best interests of the District. The contract will be awarded, if at all, to the responsible contractor who provides the best value for cost while meeting specifications, as determined by the Board of Education. While cost is an important factor, BCPS is equally focused on the bidder’s proven ability to satisfactorily meet the service expectations outlined in the RFP. Acceptance of a proposal does not constitute a contract. The final contract document will be subject to negotiation and approval by the Board of Education.

Proposal Labeling:
The envelope containing the proposal must be marked in the lower left-hand corner:
“CUSTODIAL CLEANING SERVICES PROPOSAL”
All bid proposals must be addressed to:
“Custodial Cleaning Services Proposal”

Submission Format:

  • Submit three (3) hard copies (one original and two copies)
  • Submit an electronic version
  • Each proposal must be signed by an authorized member of the bidder’s firm
  • Faxed or emailed proposals will not be accepted
  • The signed Official Signature Page must be included with the Original Proposal copy (Attachment A7)

Mandatory Notarized Attachments (Required for Consideration):

  • Sworn and notarized disclosure of familial relationships (Attachment A3) between the bidder’s owner(s) and/or employees and any BCPS Board of Education member or the Superintendent
  • Sworn and notarized Certification of Eligibility (Iran Economic Sanctions Document) (Attachment A4)
    Proposals missing these sworn and notarized statements will not be considered or accepted.

Late Proposals:
All proposals and revisions received after the deadline will be rejected and returned unopened.
