Description

1.0 INTRODUCTION

This is a Sources Sought Synopsis issued by the Mission and Installation Contracting Command (MICC) in support of the National Training Center (NTC) at Fort Irwin, CA. This notice is for market research purposes only in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.



2.0 BACKGROUND & REQUIREMENT

The NTC requires contracted medical personnel to provide 24/7/365 Advanced Life Support (ALS) and Basic Life Support (BLS) coverage. The requirement is for two (2) fully staffed ambulances located on post.




  • Staffing per Ambulance: One (1) Paramedic and one (1) Emergency Medical Technician (EMT).

  • Government Furnished Property (GFP): The Government will provide the two (2) ambulances, all required medical equipment, and consumable medical supplies in accordance with FAR Part 45.

  • Accreditation: All contractor personnel must be fully licensed and accredited in accordance with the State of California Emergency Medical Services Authority (EMSA) and the Inland Counties Emergency Medical Agency (ICEMA) - San Bernardino County regulations.



3.0 INFORMATION SOUGHT FROM INDUSTRY

The Contracting Officer is seeking feedback from industry to understand commercial practices, capabilities, and optimal staffing models to fulfill this requirement. Interested vendors shall submit a Capability Statement addressing the following:




  1. Company Information: Company name, UEI, CAGE code, point of contact, and socioeconomic status (e.g., 8(a), SDVOSB, HUBZone, WOSB, Small Business).

  2. Staffing Approach & Headcount: Given that the Government requires two (2) ambulances staffed 24/7/365, describe your commercial practice for meeting this continuous schedule.

    • Specifically: How many total personnel/Full-Time Equivalents (FTEs) do you estimate are required to sustain this operation without lapse in coverage, factoring in California labor laws, fatigue management, sick leave, and PTO (e.g., 12-hour shifts vs. 48/96 hour shifts)?



  3. Credentialing Capabilities: Detail your company's ability to recruit, verify, and retain Paramedics and EMTs with current ICEMA/San Bernardino County accreditation, as well as necessary background checks for military installation access.

  4. Prior Experience: Briefly describe any similar contracts performed for the Department of Defense (DoD) or state/local municipalities involving government-furnished vehicles.



4.0 SUBMISSION INSTRUCTIONS:



Responses should be limited to 30 pages and submitted via email to Pedro.j.costas.mil@army.mil no later than 1:00PM Pacific Time on 27 April 2026.

1. General

1.1 Scope: The Contractor shall provide all personnel, management, and supervision necessary to staff two (2) Government-furnished ambulances on a 24-hour, 7-day-a-week, 365-day-a-year basis at the National Training Center, Fort Irwin, CA.

1.2 Background: NTC Fort Irwin conducts rigorous, continuous training for rotational units. Immediate, localized Emergency Medical Services (EMS) are critical to life, health, and safety.



2. Definitions and Acronyms

(Standard definitions for ALS, BLS, ICEMA, EMSA, KO, COR, GFP, etc.)



3. Government Furnished Property, Equipment, and Services

3.1 Vehicles: The Government will provide two (2) fully equipped ambulances compliant with AR 40-3 and local EMS standards.

3.2 Equipment & Supplies: The Government will provide all durable medical equipment (e.g., cardiac monitors, stretchers) and consumable medical supplies/medications. The Government is responsible for vehicle maintenance and fuel.

3.3 Facilities: The Government will provide a designated standby facility (dayroom/bunkroom) for on-duty personnel.



4. Contractor Furnished Items and Responsibilities

4.1 Personnel: The Contractor shall provide sufficient personnel to ensure zero lapse in 24/7 coverage for both ambulances (1 Paramedic and 1 EMT per vehicle).

4.2 Uniforms: The Contractor shall provide professional EMS uniforms compliant with AR 670-1 safety standards and local command policy.



5. Specific Tasks

5.1 Certifications & Licensing:




  • Personnel must maintain active California State EMT or Paramedic licenses.

  • Personnel must maintain active accreditation with the Inland Counties Emergency Medical Agency (ICEMA), the Local EMS Agency (LEMSA) for San Bernardino County.

  • Required certifications include BLS, ACLS, and PALS (or equivalent) in accordance with ICEMA Policy Reference #1020 (EMT) and #1030 (Paramedic).

    5.2 Operational Readiness: Personnel shall conduct daily shift-change inspections of the Government-furnished ambulances and equipment, documenting supply levels and immediately reporting any vehicle deficiencies to the Contracting Officer's Representative (COR).

    5.3 Patient Care & Protocols: Contractor personnel shall operate under the medical direction of the Fort Irwin Military Treatment Facility (MTF) Medical Director, while strictly adhering to ICEMA Patient Care Protocols (Series 14000) for all pre-hospital interventions.

    5.4 Security & Installation Access: All personnel must pass a Tier 1 background investigation for Common Access Card (CAC) issuance and comply with Fort Irwin physical security regulations.



6. Applicable Publications and Regulations

The Contractor shall comply with the following:




  • Army Regulations: AR 40-3 (Medical, Dental, and Veterinary Care), AR 40-68 (Clinical Quality Management).

  • State/Local: California Code of Regulations (CCR) Title 22 (Prehospital Emergency Medical Services); ICEMA Policy and Protocol Manual.

  • Federal: FAR Part 37 (Service Contracting), DFARS Subpart 237 (Service Contracting), and AFARS.
