GSPUR-89 Reciprocal Limitations Act Requirement Form. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. BID SPECIFICATION
PORTABLE SCALES
I-1. Requirements.
A. It is the intent of these specifications to define a compact, lightweight, portable hydraulic/mechanical wheel load weigher in which a group of at least twelve can be transported in a custom bed slide scale holder, or similar device located in the bed of a F-350 Truck for law enforcement and statistical data gathering purposes.
Offerors shall submit the bid specifications with detailed descriptions of the supplies that are proposed in response to this IFB. Documentation related to specific requirements must be provided with the response.
I-2. Physical Description.
A. The unit shall be capable of weighing up to 20,0000 pounds.
B. The total physical weight of the unit shall not exceed 35 pounds.
C. The weighing surface of each unit shall meet the following criteria:
1. The width shall be at least 26 inches to accommodate dual tires.
2. The length shall be at least 15 inches.
3. The height shall not exceed 1 inch to negate the need of ingress and egress ramps.
I-3. Operational Features.
A. The unit shall be hydraulic/mechanical type.
B. The weight graduations must be easily readable and must be in 50 pounds or less increments. The readout systems must be capable of indicating weights from 0 to 20,000 pounds.
C. The unit must have incorporated a simple zero adjust method to facilitate zeroing before each weighing.
D. The unit must be completely waterproof and dustproof.
I-4. Performance.
A. The unit must conform with applicable technical requirements of the National Institute of Standards and Technology Handbook 44 as amended, as they pertain to specifications, Tolerances, and other Technical Requirements for Wheel Load Weighers or Class IIII Devices.
B. CERTIFCATE OF COMPLIANCE MUST BE PRESENTED WITH BID. Bids received without this Certificate will be automatically rejected as “NON’RESPONSIVE.
C. Scale must weigh accurate under conditions not absolutely level. Scale weighing performance may not change by an amount greater than the appropriate acceptance tolerance when it is moved from a level position and rebalanced in any position that is out of level in any upright direction by 5 percent or approximately 3 degrees.
D. The scale must remain within the acceptance tolerance when subjected to an ambient temperature of 0 to 120 degrees Fahrenheit. (-18 degrees C to +49 degrees C).
E. All equipment shall be new condition. Used, shopworn, prototype, demonstrator, or discontinued models are not acceptable.
F. Vendor must provide proof that scales have been successfully used by a State with Enforcement agency for a minimum period of one (1) year.
G. Scale must be capable of continuous use without need for battery recharge/replacement or external power source of any kind.
I-5. Warranty.
A. Each scale shall be warranted to be free from any defect in workmanship and materials for a period of three (3) years from date of delivery. The manufacturer will replace or repair any equipment becoming defective within that period except when that damage results from abuse or improper use of the equipment. Manufacturer will be responsible for all surface freight charges, duty, and brokerage fees during the warranty period. Copy of manufacturer’s warranty to be provided with bid package.
I-6. Service.
A. The vendor of these scales must provide service within The United States and provide technical training upon request.
I-7. Acceptance.
A. Prior to acceptance, this Department will have each scale tested and must receive approval by the applicable State Agency (Pennsylvania Department of General Services), in accordance with H-44, latest edition.
I-8. Delivery.
A. Complete delivery must be received within 30 to 60 days after issue of order.
