Summary

Provide professional engineering, environmental planning, and public outreach services related to preparing a comprehensive set of new Transportation Impact Analysis (TIA) Guidelines for the City of Thousand Oaks. The TIA Guidelines will include a framework for evaluating land development and transportation projects using Vehicle Miles Traveled (VMT) and Level of Service (LOS).



Background

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.

The City seeks a qualified consultant to prepare TIA Guidelines in conformance with the California Environmental Quality Act (CEQA), Senate Bill 743, Assembly Bill 130, and other applicable City, State, and Federal standards. The TIA Guidelines will serve as a citywide framework for analyzing future land development and transportation projects using both VMT and LOS metrics. The City implemented an interim VMT Policy for CEQA compliance on July 1, 2020, which will be superseded by the TIA Guidelines upon completion (See Attachment A – Interim VMT Policy for CEQA Compliance).

The completion date for this service is anticipated to be approximately six to eight months upon receipt of the Notice to Proceed.
