INVITATION TO BIDDERS
The City of Durham will receive bids for the
Durham City Hall Reconfiguration
by:
July 30, 2026/9:00am at

Conference Room 136
2011 Fay Street, Durham, NC 27704
Attention: John Paces-Wiles
Summary of Work:
The project consists of the alteration of customer service desk, the creation of a
security office, and an inspections and planning office, as well as a new family toilet
room, lactation room, touch down office, and a couple of storage rooms. Separation
of public space from private city offices will be created with a new cross-corridor
door.
Bidders are encouraged to attend a non-mandatory pre-bid conference to go over the project on
June 30, 2026/9:00am at City Hall, 101 City Hall Plaza in Durham, Ground Floor conference
room GA. A site visit will immediately follow at the site location.

The drawings dated 05/07/26 are inclusive of an addendum entitled ADD-001, dated 06/10/26.
Changes to the drawings as part of this Addendum are described in the ADD-001 Bid Form.
Please acknowledge receipt of ADD-001 on the Bid Proposal Form.
The Underutilized Business Enterprise (UBE) goals for this project are MBE 11% and
WBE 0%. Bidders are responsible for filling out the required UBE Construction forms and
including them in their bid package to be considered responsive.

All inquiries, questions, requests for substitution, and/or clarifications must be submitted in
writing via the email below according to the directions given in the Request for Approval of
Substitution and in the Instructions to Bidders prior to July 10, 2026/5:00pm

Each bidder must show evidence that they are licensed under Chapter 87 of the N.C. General
Statutes. A General Contractors License is required.
The Following Forms MUST be filled out and included with the bid proposal:

The City of Durham reserves the right to reject any or all bids, waive informalities, and/or accept
