Bid Type: Request for Proposal Locations: State-Wide Keywords: Social Services, Transportation Services Bid Description: The Department for Children and Families, Family Services Division contracts with Contractors throughout the State of Vermont to transport children/youth in State custody or children/youth referred to the State for services. Although this contract is primarily for the purposes of transportation, there are some circumstances in which the Contractor may also provide supported family time (formerly known as supervised visitation) services for children/youth and non-custodial parent(s). Supported family time creates a safe environment for children/youth to have contact with their parents while the family is struggling with issues such as substance abuse, sexual abuse, and/or mental health issues. Standard Transportation Services: The purpose of this Contract is services generally on the subject of standard transportation for children/youth referred by the District office and/or other clients of the Agency. Contractor shall provide transportation to and from supported family time, family decision making meetings, family time visitations, school, appointments, and other related activities. Contractor may travel from home, school, State placement, or office. The transportation provided by the contractor will include transporting children/youth, and may include others related to the child’s/youth’s case, to or from these activities. Supported Family Time Services: This contract is also on the subject of supported family time (formerly known as supervised visitation) services between children/youth and non-custodial parent(s). Supported family time creates a safe environment for children/youth to have contact with their parents while the family is struggling with issues such as substance abuse, sexual abuse, and/or mental health issues. The Contractor shall provide guidance, modeling, and assistance to parents and children/youth as needed. The Contractor shall provide notes to the State worker within 30 days of the contact, documenting what was observed as well as what guidance/coaching was offered. The Contractor may be called upon to provide testimony in court. Under this contract, supported family time services will be provided primarily to children who are transported for that purpose, by the provider, in the form of standard transportation.
