Rockbridge County Public Service Authority (Owner) is requesting Bids for the construction of the following Project:
Natural Bridge Water Main Extension
Bids for the construction of the Project will be received until Thursday July 30, 2026 at 2:00 PM local time. At that time the Bids received will be publicly opened and read at the office of Rockbridge County Public Service Authority, 150 South Main Street, Lexington, VA 24450 and via virtual MSTeams meeting at the Bid-Opening Conference Link below.

Submission of Bids
All responses to solicitations must be submitted electronically through the Commonwealth of Virginia’s e-procurement system, eVA. Without exception, submissions outside of the eVA system will not be accepted. Therefore, e-mail, mail, fax or hand delivery submissions will not be accepted. The following are instructions for submitting an electronic response to solicitations:

The Project includes the following Work:
Approximately 5,800 linear feet of 4-inch through 12-inch diameter ductile iron water main including two trenchless crossings of Route 11 and generally described as extending the existing RCPSA water system from Fanny Barger Road to the Natural Bridge State Park Visitor Center.
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. All bidding documents will only be available electronically at the designated website.
Pre-bid Conference
A pre-bid conference for the Project will be held at ___2:00 PM___ local time on ____July 16____, 2026 at the Rockbridge County Public Service Authority, 150 South Main Street, Lexington, VA 24450. Attendance at the pre-bid conference is encouraged but not required.
